The Time is a funk and dance-pop ensemble formed in 1981. They are close Prince associates and arguably the most successful artists who have worked with him.
The band was assembled under a clause in Prince’s contract with Warner Bros. that allowed him to recruit and produce other artists for the label. Inspired by the 1980 film The Idolmaker, Prince decided to put together a pop-funk group that would serve as an outlet for material in the vein of his own early albums, while he explored other genres and styles in his own career.[1]
By 1981, he had built The Time out of an existing Minneapolis funk unit, “Flyte Time” (from the Donald Byrd song), which featured Jellybean Johnson on drums, Jimmy Jam and Monte Moir on keyboards, and Terry Lewis on bass. To this base were added Jesse Johnson on guitar and a lead singer and childhood friend named Morris Day, and Jerome Benton who was a promoter drawn from another local band called “Enterprise”, who became Day’s comic foil. Prince had used an Enterprise song, “Partyup”, on his Dirty Mind album, and his selection of Day was essentially a reward; he had originally tapped Alexander O’Neal – yet another player in the Minneapolis Uptown funk scene – for the vocalist slot, but O’Neal wanted too much money, himself being quoted as saying, “I basically didn’t see no point in being a superstar with no money.”

President Obama will deliver a major speech on the Middle East and North Africa next Thursday at the State Department, White House press secretary Jay Carney told a gaggle of reporters on Friday.
The White House has been hinting for a few days that Obama would deliver a speech about the upheaval in the region aimed not just at the Arab world but also a broader audience. The address will come just a day before Israeli Prime Minister Benjamin Netanyahu is scheduled to meet with the president in the White House, and two days after a meeting with King Abdullah of Jordan.
Obama’s last major speech about the region, which he delivered on March 28 at the National Defense University, addressed the situation in Libya after the U.S. had begun military action against the country with NATO. He also delivered an address specifically aimed at repairing relations with the Muslim world in June 2009, not long after taking office.

Lawsuit filed over bin Laden death photos

Washington (CNN) — A conservative legal watchdog group has filed the first lawsuit seeking public release of video and photographs of the U.S. military raid and aftermath that left al Qaeda leader Osama bin Laden dead.
Judicial Watch is asking the Department of Defense to comply with a Freedom of Information request for the material, especially photos of the September 11 mastermind lying dead on the third floor of his Pakistan hideout. The legal complaint to force compliance was made in federal court in Washington on Friday.
The group says it is being “irreparably harmed” by the Obama administration’s “unlawful withholding of requested records.”
Judicial Watch made its initial request the day after the commando assault by Navy SEALs. A similar request for material was filed against the CIA.
President Obama had announced that the U.S. government would not reveal any photographs of the May 2 military action and bin Laden’s subsequent burial at sea. Some members of Congress have been allowed to privately view the materials this week.
Some al Qaeda-affiliated leaders, along with both domestic and foreign websites and blogs, have questioned whether bin Laden was really killed and whether the details of his death released by the administration were accurate.

Gaddafi likely wounded and not in Tripoli: Italy

LA BAGNAIA, Italy (Reuters) – Libyan leader Muammar Gaddafi has likely been wounded in western airstrikes and has probably left Tripoli, Italian Foreign Minister Franco Frattini said Friday.
A Libyan government spokesman immediately denied that Gaddafi had been harmed.
Frattini told reporters that he believed what he had been told by Giovanni Innocenzo Martinelli, the Catholic bishop in Tripoli, that Gaddafi had probably left Tripoli and had probably even been wounded by NATO airstrikes.
“I tend to give credence to the comment of the bishop of Tripoli, Monsignor Martinelli, who has been in close contact over recent weeks, when he told us that Gaddafi is very probably outside Tripoli and is probably also wounded. We don’t know where or how,” Frattini said.
“It’s nonsense,” Libyan government spokesman Mussa Ibrahim said in Tripoli. “The leader is in high morale. He’s in good spirits. He is leading the country day by day. He hasn’t been harmed at all.”
Asked about the Libyan denial, Frattini said he still believed what Martinelli said.
In a separate interview published on the website of the Corriere della Sera, Frattini also said that he did not believe that Libyan TV footage of Gaddafi greeting tribal leaders on Wednesday was authentic.
“I strongly doubted that those images were taken on that day and above all in Tripoli,” Frattini said.
“There are people on the ground who have the pulse of the situation … Among many others I am referring to Bishop Martinelli, who has had, and still has, close relations with the regime,” he said.
He added: “The international pressure has likely led Gaddafi to decide to seek shelter in a safe location. I tend to think that he fled Tripoli, not Libya.”
An official at the NATO operations center in Naples repeated NATO’s line that it was not targeting individuals in bombing raids that have hit Libyan capital and said the alliance had no way to confirm Frattini’s comments.
“We can’t verify that as we don’t have any way of tracking his movements,” the official said. “We don’t have boots on the ground.”
Contacted from Rome, Martinelli’s office said the bishop had left Tripoli for Tunis. The bishop himself was not reachable.
As the Vatican’s top official in Tripoli, Martinelli has been in contact with Gaddafi’s entourage.
The Italian prelate joined a Muslim cleric in blessing the bodies of Gaddafi’s youngest son and three grandchildren who were killed in a NATO air raid on April 30.
Since the start of the NATO operation, Martinelli has been highly outspoken and critical of the military strikes, saying that many civilians had been killed.

John Ensign should have resigned in disgrace back when his affair was made public. It isn’t that he cheated; it’s who he cheated with and what he tried to do to keep it a secret. We didn’t need an Ethics investigation to know that Ensign is a dirtbag unworthy of high public office. We will now get a demonstration on whether our system of justice is capable of treating the powerful with the same harshness it metes out to ordinary citizens. Fmr. Sen. John Ensign must be prosecuted. A jury can decide his guilt and his punishment (if any), but he must face a jury.
As for Sen. Tom Coburn (R-OK), it appears that he has lied about his role both in the press and to the Senate Ethics Committee investigators. I remember way back when this all started to leak out that Sen. Coburn tried to invoke doctor/patient confidentiality to keep his conversations with Ensign secret. Tom Coburn is a gynecologist. Not to be crude, but John Ensign doesn’t have a vagina, uterus, ovaries, or fallopian tubes. I knew right then that Coburn had committed some kind of major ethical lapse.
To be fair, Coburn tried to be a good friend by making a strong effort to get Ensign to stop pursuing his staffer and close friend’s wife. Coburn tried to help the cuckolded husband, too, as was only fair under the circumstances. There was probably an element of basic decency and friendship that motivated Coburn’s actions. I recognize that. But, that doesn’t change the fact that he actively negotiated a hush-money package for Doug and Cynthia Hampton and then lied about it to investigators. He should be facing potential perjury changes, and possibly obstruction of justice charges, too. But, even if prosecutors want to cut him some slack, the good people of Oklahoma should be disgusted and hold Coburn accountable the next time he faces reelection. Of course, that won’t be until 2016, and Oklahoma is so conservative that they won’t lightly consider a Democratic alternative. It’s probable that Coburn will never face any consequences for his ethical lapses.
The citizens of this fair country are getting used to that kind of outcome. Petty drug-dealers face decades in prison. Corrupt senators get reelected. Wall Street banksters get a pass.

Huntsman joins the climate flip-flop club

How can you tell Jon Huntsman, President Obama’s former ambassador to China, is serious about his burgeoning Republican presidential campaign? He’s flip-flopping on cap-and-trade.
Caring about climate change was one of the issues that helped separate Huntsman from the knee-jerk conservatives currently dominating the GOP field, bolstering the impression that he’s a moderate. He even appeared in a nationally-televised Environmental Defense Fund commercial, urging Congress to pass legislation capping greenhouse gases.
And yet, Huntsman backpedaled when the subject came up during an interview with Time magazine.
Already he’s in primary-season mode … junking his support for the regional cap-and-trade carbon-emissions pact he and former California governor Arnold Schwarzenegger once championed. “It hasn’t worked,” he says now, “and our economy’s in a different place than five years ago.”
Yes, and the climate crisis is in a worse place than five years ago.
For those keeping score at home, Huntsman joins a long list of national GOP leaders who suddenly discovered their opposition to cap-and-trade just a few years after endorsing it. The list includes Mitt Romney, Tim Pawlenty, Newt Gingrich, Mike Huckabee, and Sarah Palin, all of whom endorsed the climate policy — some as recently as 2008 — and all of whom have reversed course to make right-wing activists happy.
As for why so many have made the transition from sensible to reckless so quickly, I still think Kevin Drum’s recent item on this rings true.
The answer isn’t very complex. Four years ago, in the wake of Al Gore’s Inconvenient Truth and growing public concern about global warming, corporate America felt that some kind of action on greenhouse gases was probably inevitable. And if it was inevitable, then cap-and-trade was their best bet. From their point of view it probably looked less threatening than a flat carbon tax, which is harder to game than cap-and-trade, and less costly than flat mandates from the EPA. So they got on board, and Republicans got on board with them.
But then a couple of years ago public concern over global warming started to wane and it became less obvious that action on greenhouse gases really was inevitable. So instead of settling for cap-and-trade as their least worst alternative, they decided to fight instead for their first best alternative: doing nothing. And once again, Republicans got on board with them.
This is also made easier by the lack of public demand. When most Americans — even most Republicans — agreed that the climate crisis was a serious threat, prominent GOP officials felt the need to take the issue seriously and present ideas to address the problem.
But now that the mainstream cares less, and the Republican rank-and-file has been told by Fox News that climate science is a communist conspiracy, party leaders no longer feel the need to even keep up appearances.

Issa: Obama Injecting ‘Chicago Hardball Politics’ With Draft Executive Order
Rep. Darrell Issa (R-CA) claims a recent draft proposal by President Obama to require federal contractors to disclose donations to third-party political groups is an attempt to politicize the procurement process and one that will intimidate businesses away from federal contracts.
“We’re now talking about Chicago hardball politics that will clearly lead to a chilling effect on contributions by those required to participate,” said Issa at a committee hearing Thursday. “I think it’s very clear, this executive order is outside the procurement process.”
The proposed Executive Order would require government contractors to disclose political contributions in the process of bidding for federal contracts and awards. It would also force disclosure of donations made to corporate and other third-party entities.
The move by the Obama administration is an attempt to restore some of the public reporting requirements that existed before the Supreme Court’s landmark Citizens United ruling last year dramatically expanded the ability of corporations to engage in partisan political activity.
Republican members on the House Oversight and Government Reform Committee, which Issa chairs, expressed concern that the draft proposal could potentially jeopardize the impartiality of the procurement process and unfairly punish those contractors whose political contributions might be seen in a negative light.
“Any small business brave enough to face the compliance burden of the Executive Order will need to worry that their contributions could be used against them by competitors alleging improper disclosure,” said Rep. Sam Graves (R-MO).
Democrats, on the other hand, questioned how extra transparency could have negative impact on a process that many outside the beltway already view as arcane and subject to political and monetary influence.
“Government contractors already disclose contributions and expenditures by their PACs and those who contribute to them,” said Rep. Elijah Cummings (D-MD). “Contributions by the officers and directors of government contractors are also required to be disclosed. Should we eliminate those provisions too? Of course not.”

Mitch McConnell’s not-so-secret strategy

When it comes to raising the debt ceiling, House Republican leaders have been sticking to an aggressive hostage strategy: give them the (unspecified) cuts or the GOP will create a recession on purpose. Thus far, Senate Republicans haven’t played much of a role, though that started to change yesterday
The Senate minority leader, Mitch McConnell, said Thursday that the debt ceiling debate provides Congress with a rare opportunity to make sweeping changes to entitlement programs and spending, and that he would not vote to raise the level without significant budget cuts and revisions to Medicare and Medicaid.
“Divided government is the best time — and some would argue the only time — where you can do really big stuff,” Mr. McConnell said at a news conference after a meeting between President Obama and Republican senators. He said he had thought the meeting would be a waste of time but was pleased that it was a “candid exchange.”
This is, of course, identical to the House leadership’s threat. McConnell will help cause an economic catastrophe, deliberately, unless Democrats give Republicans what the GOP demands.
The only difference is what McConnell was willing to concede yesterday about the underlying strategy. More so that House Speaker John Boehner (R-Ohio), the Senate Minority Leader yesterday said he wanted to do “really big stuff” — most notably on entitlements — as part of a possible debt deal.
The interesting part was McConnell’s candor. He freely admitted that if leaders from both parties agreed to sweeping changes to entitlements, the political fallout would be minimal.
“When you do something together, the result is that it’s not usable in the election,” McConnell told reporters. “I think there’s an understanding that if there’s a grand bargain, none of it will be usable in next year’s election.”
As the kids say, “Duh.”
Look, this is so obvious, it usually goes unsaid, but it’s important to understand. McConnell and other Republicans are eager, practically desperate, to make major changes to Medicare, Medicaid, and Social Security — changes that the public won’t like.
What the GOP needs more than anything is bipartisan cover.
They want Obama to make it so, to use McConnell’s word, this isn’t “usable” in the next election, because if Republicans tried to do this on their own, the electoral consequences would be severe.
That leaves Republican leaders with two choices to get what they want.
Option #1: the GOP can agree to some tax increases and Pentagon cuts as part of a grand bargain with Democrats.
Option #2: the GOP can threaten to destroy the economy, on purpose, unless Democrats give in to Republican demands on entitlements.
Guess which one the GOP prefers?
Neither McConnell nor Boehner have been willing to speak publicly about exactly what’s on the GOP’s ransom note, but that’s part of the game, too — they’re keeping things vague so they can wait and see how far Democrats will go to fill in the blanks.
With that in mind, the White House is also effectively left with two options. Option #1: tell Republicans there will be no deal and when the economy crashes, it will be their fault.
Option #2: tell the GOP negotiations can proceed after Republican leaders start adding details to their own ransom note.

Of course Gingrich supported a health care mandate
Mitt Romney continues to face all kinds of heat over his support for a health care mandate, in large part because he continues to defend it. But Sam Stein notes this week that disgraced former House Speaker Newt Gingrich, a Romney rival for the Republican presidential nomination, was just as ardent an advocate of the idea.
In his post-congressional life, Gingrich has been a vocal champion for mandated insurance coverage — the very provision of President Obama’s health care legislation that the Republican Party now decries as fundamentally unconstitutional.
This mandate was hardly some little-discussed aspect of Gingrich’s plan for health care reform. In the mid-2000s, he partnered with then-Sen. Hillary Clinton (D-N.Y.) to promote a centrist solution to fixing the nation’s health care system. A July 22, 2005, Hotline article on one of the duo’s events described the former speaker as endorsing not just state-based mandates (the linchpin of Romney’s Massachusetts law) but “some federal mandates” as well.
A New York Sun writeup of what appears to be the same event noted that “both politicians appeared to endorse proposals to require all individuals to have some form of health coverage.” Neera Tanden, an aide to Clinton at the time who went on to help craft President Obama’s law, said she couldn’t recall exact speeches, but “strongly” believed that the both Clinton and Gingrich backed the individual mandate. Either way, she added, “Gingrich has been known as a supporter” of the idea for some time.A simple newspaper archive search bears this out.
Gingrich endorsed the individual health care mandate over and over again, in public remarks, in media interviews, and in policy proposals.
Ironically, he even explained the importance of the mandate in a book entitled, “Winning the Future.” Gingrich didn’t just grudgingly go along with the measure as part of some kind of compromise; he actively touted it as a good idea.
And he was right.
But that was before President Obama decided he also agreed with the idea, at which point the mandate became poisonous in Republican circles.
The point to keep in mind, though, is that Gingrich’s support for the idea isn’t at all surprising. Indeed, it would have been odd if Gingrich didn’t endorse the mandate.
For those who’ve forgotten, this was a Republican idea in the first place. Nixon embraced it in the 1970s, and George H.W. Bush supported the idea in the 1980s. When Dole endorsed the mandate in 1994, it was in keeping with the party’s prevailing attitudes at the time. Romney embraced the mandate as governor and it was largely ignored during the ‘08 campaign, since it was in keeping with the GOP mainstream.

Clearly we struck a nerve. The response from the White House, Democrats and the left has been panic and hysteria. For years, Washington has gotten away with kicking the can down the road on the debt and deficit without ever having to face the realities of the government’s spending addiction. While this may be hard for the Washington crowd to accept, those days are over.
In the words of The Hill and in striking contrast to virtually all the reporting done on this:
Boehner also forcefully rebutted claims that a delay in raising the $14.3 trillion federal debt ceiling would rattle the markets and threaten the economy. The markets, he said, would react more negatively if Washington failed to rein in spending.
The modern Republican Party is beginning to show its neoConfederate roots, and by that I mean, its resemblance to the old, antebellum, slaveholding Southern Democracy.
Throughout the sectional crisis of especially the late 1850s, and even more intensely throughout Abraham Lincoln’s campaign and election, the Republican Party repeatedly assured the Southern Democratic Party that the Northern president would not interfere with its “peculiar institution.”
About this, there was no question. Lincoln campaigned on a platform of non-interference, although he did protest slavery’s expansion into new western territories. But as for Southern slavery, under Lincoln it would be intact, protected, Constitutionally guaranteed. End of story.
Southern pols, however, had realized the political benefits of simply ignoring pregnant reality. Southern “firebrands” demagogued the issue of Lincoln as abolitionist and Lincoln as determined enemy of the South, a man hellbent on corrupting the economic and political foundations of Southern culture. They twisted, distorted, molested and butchered Lincoln’s words and promises and actual intent; they deliberately fired the hostilities of sectionalism so that they could benefit politically.
If the Sectional Crisis of the 1850s can be reduced in character to a few words, it would be those of ruthless demogoguery, mindless propaganda and a criminal negligence of the indisputable truth.
Southern politicos practiced all of these, because at heart, they simply did not care to preserve a democratically representative Union. Southern pols wanted whatever they wanted, and they wanted it all their way — truth and reality be damned.

Recy Taylor has a picture of President Barack Obama and first lady Michelle Obama in the living room of her home in Florida. She never imagined she would visit the Obamas’ house in Washington.
Taylor is touring the nation’s capital a month after her home state of Alabama apologized to her for never bringing to justice the men who were accused of kidnapping and assaulting her in the 1940s.
She took her first trip to Washington to attend a forum at the National Press Club about late civil rights activist Rosa Parks, who championed Taylor’s cause as a field caseworker with the National Association for the Advancement of Colored People.
In 1944, Taylor, who is black, was a 24-year-old wife and mother living in Abbeville, Alabama. Seven white men kidnapped and sexually assaulted her and then left her on the side of the road. Two grand juries, both comprising only white men, refused to indict anyone.
The AP does not typically identify victims of sexual assault but is using Taylor’s name because she has publicly identified herself.
Last month, Alabama lawmakers offered Taylor, now 91, an apology for how her case was handled. Officials from her native Henry County and the mayor of Abbeville also apologized to her in March.
Taylor did not see the Obamas during her tour Thursday but called the White House “beautiful.” The Vermeil Room with portraits of past first ladies was one of her favorites.
The nation’s capital is a contrast to Taylor’s hometown, a small southeastern Alabama community.
“It’s a lot more to see than Abbeville,” she said, with a laugh. “Everything is different.”
Taylor traveled back to Abbeville last week where she said she received the state resolution of the apology on Mother’s Day at Rock Hill Holiness Church. Taylor was walking from the church after service when she was assaulted 67 years ago.
“I felt good,” Taylor said, about the recognition. “That was a good day to present it to me. I wasn’t expecting that. I didn’t know they was going to do it.”
Taylor said she keeps the resolution in a trunk with other sacred items at her home. “I try to keep it where I won’t never lose it,” she said.
Mary Owens, Taylor’s granddaughter, accompanied her on the trip. She called her a “hidden hero” and a “woman of integrity.”

As Gay Donors Flock to Obama, John Aravosis Lies to Discredit the President
Remember in 2009 when the Professional Left gay establishment got their panties in a bunch (yeah, this gay man said it) over President Obama’s not doing things “fast enough”? For a moment there, the Professional Left was basking in its own glory as it was having a mild effect on LGBT fundraising for the Democratic party after an admittedly stupid Justice Department brief in defense of DOMA.
But then, Obama proved that his strategy of advancing gay rights by advancing a legislative repeal rather than an executive pause of DADT, by refusing to defend DOMA altogether in the light of the legislative repeal of DADT and court rulings, and administratively advancing equal employment opportunities within the federal government, along with a slew of unprecedented gay rights advancements – both legislative (including signing the Matthew Sheppard Hate Crimes Act) and administrative.
And so, naturally, gay donors are standing with the President more strongly than ever.
Pleased by an all-out White House push to repeal “don’t ask, don’t tell,” gay donors have surprised campaign officials with the extent of their support. And the campaign’s new fundraising apparatus appears designed to capitalize on their enthusiasm: Obama’s finance committee included one gay man in 2008; there are 15 this year, a source said. […]
“It’s ironic — a year ago there was no constituency more unhappy. There was a sea change,” said David Mixner, a veteran New York gay activist, who said that White House actions during the past year had swayed restive gay donors. “You not only will see a united community that will contribute to Obama, but they will work their asses off.”
Yes, yes we will. And of course, the Republicans being back in power in the House and in state houses across the country, the stark contrast between the two parties on LGBT rights began to emerge, reminding us just what is at stake – between a full implementation of DADT repeal or not, between universalized hospital visitation rights and not, between the advancement and retraction of our march towards full citizenship.

So you see, the constant “Obama hates gays” drumbeating by the Professional Left almost worked. Almost. But us gay people aren’t stupid. We can see what’s going on. And we can see the alternative above, and compare to what the Obama administration has accomplished for us even beyond a legislative repeal of DADT and deciding not to defend DOMA:
1) Extended benefits to same-sex partners of federal employees
2) Signed the Matthew Shepard and James Byrd, Jr. Hate Crimes Prevention Act
3) Instructed HHS to require any hospital receiving Medicare or Medicaid funds (virtually all hospitals) toallow LGBT visitation rights.
4) Banned job discrimination based on gender identity throughout the Federal government (the nation’s largest employer)
5) Signed the Ryan White HIV/AIDS Treatment Extension Act6) Extended the Family and Medical Leave Act to cover Gay employees taking unpaid leave to care for their children of same-sex partners
7) Lifted the HIV Entry Ban.
8) Implemented HUD Policies that Would Ban Discrimination Based On Gender Identity
9) Appointed the first ever transgender DNC member 10) Named open transgender appointees (the first President ever to do so)
11) Eliminated the discriminatory Census Bureau policy that kept LGBT relationships from being counted12) Extended domestic violence protections to LGBT victims
Now that gay donors seem to be loving Obama again, the Professional Left “pundits” like John Aravosis of “Americablog Gay” are scrambling to figure out a way to deny the President any credit for the achievements that have been accomplished. In his latest, desperate, sad attempts to do so, he employs an age-old, time-tested political tool: lying. After a year and a half of an embarrassing campaign to block money to the DNC (waged at the same time, mind you, when President Obama and Democrats in Congress waged a long term, strategic battle to get all these things above done and passed) that seems to now be collapsing and embarrassing its creators – the same John Aravosis – he is reduced to claiming credit for the Professional Left and outright lying about President Obama.

For many middle-class Americans, it is the most coveted brand in real estate, synonymous with sky-piercing luxury and can’t-miss quality: Donald J. Trump.
Far from the New York City towers that bear his name, in cities like Tampa, Fla., and Philadelphia, house hunters clamor to buy into his developments, sometimes exhausting credit lines and wiping out savings for a chance to own a piece of his gilded empire.
But as Mr. Trump, who is weighing a bid for the White House, has zealously sought to cash in on his name, he has entered into arrangements that home buyers describe as deliberately deceptive — designed, they said, to exploit the very thing that drew them to his buildings: their faith in him.
Over the last few years, according to interviews and hundreds of pages of court documents, the real estate mogul has aggressively marketed several luxury high-rises as “Trump properties” or “signature Trump” buildings, with names like Trump Tower and Trump International — even making appearances at the properties to woo buyers. The strong indication of his involvement as a developer generated waves of media attention and commanded premium prices.

Japanese Reactor Damage Is Worse Than ExpectedBy HIROKO TABUCHI and MATTHEW L. WALD

TOKYO — In a development that is likely to delay efforts to bring the Fukushima Daiichi Nuclear Power Station under control, the plant’s operator said Thursday that one reactor, No. 1, had sustained much more damage than originally thought and was leaking water.
The company released a plan last month to bring the plant into a relatively stable state in six to nine months, but that was predicated on the notion that it could efficiently cool the fuel in several reactors — a harder task if water is leaking out. The company had long suspected that the containment vessels at two other reactors were breached and leaking, but it had hoped the No. 1 reactor was intact and therefore easiest to bring under control.
The company, Tokyo Electric Power Company, or Tepco, was able to better assess the reactor on Thursday because workers had recently been able to get close enough to fix a water gauge. It showed that the water level in the reactor was much lower than expected despite the infusion of tons of water since a devastating earthquake and tsunami knocked out the plant’s crucial cooling systems.
