Americans expressed more trust in President Obama than in congressional Republicans to make decisions about both the federal deficit and debt ceiling, but continued to display little urgency about the risk of default if the two sides remain stalemated, a new United Technologies/National Journal Congressional Connection Poll found.
Call it the great disconnect. In Washington and on Wall Street, fears are rising that global financial markets will tumble if the two parties cannot reach an agreement by August 2 to hike the federal debt ceiling. But in the survey, Americans still expressed much more anxiety about other economic challenges—and appeared less concerned that Congress would fail to raise the nation’s borrowing limit than that it would include unacceptable ingredients in any deficit-reduction package accompanying such an increase. Such attitudes may explain why Obama struck such an urgent tone in Monday night’s address.
The United Technologies/National Journal Congressional Connection Poll was conducted by Princeton Survey Research Associates International on July 21-24, surveying 999 adults. The poll has a margin of error for the full sample of plus or minus 3.8 percentage points (the margin is larger for sample subgroups). This poll was the first in a series of national surveys that will track the public’s priorities for Congress—and its assessment of Washington’s performance—during most weeks that Congress is in session through 2012.
The best news for Obama in the survey is that a solid plurality of Americans expressed more trust in him than in congressional Republicans to make decisions on the intertwined issues of raising the borrowing limit and reducing long-term debt. On the subject of the deficit, 46 percent of respondents said they trust Obama most to “make the right decisions,” while 34 percent said they place more faith in congressional Republicans. Regarding the debt ceiling, a virtually identical 46 percent leaned toward Obama and 35 percent chose the GOP.

It used to be that a sworn oath to preserve, protect and defend the Constitution was the only promise required to become president. But that no longer seems to be enough for a growing number of Republican interest groups, who are demanding that presidential candidates sign pledges shackling them to the corners of conservative ideology. Many candidates are going along, and each pledge they sign undermines the basic principle of democratic government built on compromise and negotiation.
Both parties have long had litmus tests on issues — abortion, taxation, the environment, the social safety net. The hope was that the candidates would keep their promises, and, when they didn’t, voters who cared deeply about those issues could always pick someone else next time. Human beings, after all, do not come with warranties.
But iron-clad promises were just what the most rigid Republican ideologues wanted. They had seen too many presidents — specifically Ronald Reagan and George H. W. Bush — bend when confronted by a complex national reality. Both those presidents agreed to new taxes and some Republicans said they did not fight hard enough to outlaw abortion or cut spending to the point where government was unrecognizable. In other words, they compromised a bit, to keep divided government from destroying itself. Washington, the ideologues decided, corrupted true conservatives into moderates.
More was needed to keep them in line, which gave birth to the signed pledge — no more enforceable than a spoken promise, but a politician’s actual signature was seen as more binding. The oldest and most pernicious of these modern oaths was dreamed up by Grover Norquist, the leader of Americans for Tax Reform, who has managed to get 95 percent of all Republicans in Congress to pledge never to raise taxes for any reason. If they end tax deductions, Mr. Norquist’s pledge-takers say they will match the increase in revenue with further tax cuts.
That pledge is the single biggest reason the federal government is now on the edge of default. Its signers will not allow revenues in a deal to raise the debt ceiling.
Its success has now spawned dangerous offspring. There is the Susan B. Anthony pledge, in which candidates promise to appoint antiabortion cabinet officers and cut off federal financing to Planned Parenthood and other abortion providers. It has been signed by Michele Bachmann, Newt Gingrich, Ron Paul, Tim Pawlenty and Rick Santorum. There is the cut, cap and balance pledge to gut the federal government by cutting and capping spending, and enacting a balanced-budget amendment to the Constitution. It has been signed by all of the above candidates, plus Mitt Romney and Herman Cain.
And there is the particularly bizarre Marriage Vow, in which candidates agree to oppose same-sex marriage, reject Shariah law and pledge personal fidelity to their spouse. Until it was changed after a public outcry, it also contained a line saying that a black child born into slavery in 1860 was more likely to be raised by a two-parent family than a similar child raised in the Obama era. It was signed by Mr. Santorum and Mrs. Bachmann.
Only one candidate, Jon Huntsman Jr., has refused to sign any pledge, saying he owes allegiance to his flag and his wife. It is refreshing in a field of candidates who have forgotten the true source of political power in America.

The dueling addresses
President Obama’s address to the nation was flawed only by its theme of neoclassical economics that calls for reduced government spending in tough times. Eighty years of modern economic theory and indeed modern economics have soundly discredited pre-Keynesianism. Yet, having said that, it should also be noted that Obama has now twice (last Friday as well) directed the electorate’s attention to — itself. It voted for divided government last November, and we know who the divisive newcomers are, whom the electorate chose. I interpret Obama’s dual references to the body politic’s ultimate responsibility for this debt crisis as subtly, deliciously scathing.
Speaker Boehner’s address, on the other hand, was riddled by deliberate lies, the only kind of pep talk his party’s base can really love. John and his kind of simple, common folk of the rustic GOP don’t hanker to the sinister, big-city ways of an unnecessarily expensive and complex Washington; no, they just sit around the old kitchen table, strumming guitars and reading the Bible and balancing their personal finances — and gosh darnit if only these big-government boys could learn the same conservative virtues and values.
What Boehner left out of his address was mention of his party’s sole and direct responsibility for this crisis. That’s a given. But he also omitted that yesterday’s conservative would never have brought us this close to destruction, and that today’s conservative is in reality a kind of pseudoconservative, which historian Richard Hofstadter once defined as “a man who, in the name of upholding traditional American values and institutions and defending them against more or less fictitious dangers, consciously or unconsciously aims at their destruction.”
Hofstadter’s line pretty much encapsulates what the contemporary GOP is all about.

Boehner Pins Debt Blame On Obama’s Demands For A ‘Blank Check’
Just moments after President Obama said in a televised address that Americans are “fed up with a town where compromise is a dirty word,” House Speaker John Boehner (R-OH) flung that message back in his face.
Drawing attention to the controversial and stringent “Cut, Cap and Balance” Bill that passed the House of Representatives last week, Boehner claimed “there is no stalemate in Congress.” He pinned the blame for the debt ceiling imbroglio squarely on President Obama for having sworn to veto “Cut, Cap and Balance” even before a vote was taken.
Scorning the alternative bill that Senate Majority Leader Harry Reid has introduced to the Senate, Boehner said the House would this week consider another alternative approach: a plan to which Boehner has pinned his name. “If the President signs [the new plan]” Boehner said, “the crisis atmosphere he has created will simply disappear.”
Although Boehner dismissed the Senate bill as riddled with “phony accounting and Washington gimmicks,” the truth is the plan bears a remarkable similarity to his. At this stage both sides pretty much agree on the need to make significant debt reductions in order to preserve America’s international credit ratings. The Democrats even appear to have caved on wanting to raise tax revenues, seeking to make the savings instead via methods such as winding down the wars in Afghanistan and Iraq.
However, Boehner’s bill demands the debt ceiling be raised in two tranches, with the second one dependent on President Obama and the Democrats agreeing to further spending cuts in early 2012. In his own address, the President said this would create economic uncertainty that would imperil the recovery. Boehner, however, said this amounted to demanding “a blank check.”

The Cut, Cap, Balance Coalition, which boasts hundreds of Tea Party groups and more than 100 GOP lawmakers in its membership, is citing two provisions in Boehner’s proposal that amount to deal-breakers: its call for creating a Congressional Commission and its inclusion of a balanced budget amendment that, according to the group, is only for show.
“A symbolic vote on a balanced budget amendment at some later time minimizes its importance, as it will not be tied to an increase in the debt ceiling,” reads a statement from the coalition. “A BBA that allows a tax increase with anything less than a 2/3 supermajority is not a serious measure.”
