TEXARKANA, Tex. — On a hazy, hot evening here, Janice Marks ate a dinner of turkey and stuffing at a homeless shelter filled with plastic cots before crossing a few blocks to the Arkansas side of town to start her night shift restocking the dairy cases at Walmart.
The next day, David Tramel and Janice McFall had a free meal of hot dogs and doughnut holes at a Salvation Army center in Arkansas before heading back to their tent, hidden in a field by the highway in Texas.
None of the three have health insurance. But had Ms. Marks, 26, chosen to sleep on the side of town where she works, or had Mr. Tramel and Ms. McFall, who are both in their early 20s, made their camp where they had eaten their dinner, their fortunes might be different.
Arkansas accepted the Medicaid expansion in the Affordable Care Act. Texas did not.
That makes Texarkana perhaps the starkest example of how President Obama’s health care law is altering the economic geography of the country. The poor living in the Arkansas half of town won access to a government benefit worth thousands of dollars annually, yet nothing changed for those on the Texas side of the state line.

Those hoping to see Republican turn down the rhetorical volume on their complaints about a freed American POW must have been disappointed over the weekend, when several notable GOP figures apparently looked for new ways to shocking.
Sen. Rand Paul (R-Ky.), for example, addressed the Texas Republican Party convention. “Here’s what I’m thinking, Mr. President, you love to trade people. Why don’t we set up a trade, but this time instead of five Taliban, how about five Democrats?” Paul said. “I’m thinking John Kerry, Hillary Clinton, Nancy Pelosi – couldn’t we send them to Mexico?”
The Kentucky Republican was so pleased with himself, he put his joke on Twitter.
Headlining the South Carolina GOP’s annual Silver Elephant Dinner, Louisiana Gov. Bobby Jindal (R) also tried out new material condemning President Obama for securing the release of an American POW.

There’s a lot of chatter today about Senator Ted Cruz’s triumphant appearance over the weekend at the Texas GOP convention. As Karen Tumulty puts it, Cruz “bestrode” the 8,000-strong gathering “like a colossus,” confirming that “the entire Texas GOP appears to have been made over in Cruz’s image.”
Exhibit A: Immigration reform. Reuters reports that the Texas GOP jettisoned its old, soft position on immigration — one designed to keep the GOP demographically “relevant” — and replaced it with a harder-line platform that “calls for securing the border with Mexico, offering no amnesty for anyone in the country illegally and ending in-state college tuition for illegal immigrants.”
Which should serve as a reminder of what might happen if Republicans don’t act on immigration reform before the August recess. If the GOP’s refusal to act confirms that this year it is Steve King’s party, next year it very well may be Ted Cruz’s party.
The House GOP agenda for June does not include immigration reform. While it’s always conceivable House GOP leaders could act before the August recess, the chances appear remote, and Republicans say privately that they can still act next year. But at that point we’ll need another Senate bill on top of getting something through the House, and the GOP presidential primary will be underway. It seems safe to assume that Ted Cruz — who is expected to run — will demagogue the heck out of the issue, yanking the GOP field to the right. This rightward lurch by the Cruz-controlled Texas GOP offers a preview of what that might look like.

Three arrested for ‘gruesome’ torture of enslaved transgender woman in Louisiana

Police in Natchitoches Parish, Louisiana have arrested three people suspected of enslaving and torturing a transgender women.
The victim, whose name is being withheld, was discovered after she approached Assistant Robeline Police Chief Shelby Borders at a gas station. She claimed she had been shackled to a 35-foot-long chain in a storage unit behind a mobile home, and that she had been beaten and urinated upon.
“It was a shock to start with,” Chief Borders told The Alexandria Town Talk. “She stated she had been held captive. She was real frantic. There was a lot of fast talk. I had never seen anything to this extent before. My initial reaction was to focus on the needs at hand — make sure the scene was safe, see if anyone was following the victim and meet her medical needs.”

SC gov. calls to ban ‘black biker week’ after shootings, but not white Harley week

Gov. Nikki Haley (R) has called on one South Carolina town to end an event for black bikers, but has not opposed a similar so-called “Harley Davidson” biker week that is predominantly white.
During the days of segregation, the town of Atlantic Beach began the Myrtle Beach-area Bikefest, which was one of the few events that allowed African-Americans to congregate. Even today, Atlantic Beach bills itself as “the only Black owned beach in the nation.”
White bikers riding Harley Davidson motorcycles are more likely to come a few weeks earlier for the “Myrtle Beach Bike Week.”
After three people were killed just 14 miles away from Bikefest over the Memorial Day weekend, Haley said that it was time for the African-American tradition to end.
“Eight shootings happened during this weekend. Three people died. That is not OK for South Carolina,” Haley remarked, the Associated Press reported on Sunday. “This Bikefest does not represent the people of this state. It does not represent what we are trying to do when we promote tourism and jobs.”
During a hurricane preparedness meeting in Conway late last month, Haley chastised Atlantic Beach leaders for putting “Myrtle Beach on the front page of USA today in a negative light.”
“It is time for that BikeFest to come to an end, and that is the way I’m going to talk to the elected officials of Atlantic Beach,” she insisted. “I think it’s time for everybody in Horry County to come together to say, ‘No More.’ We are proud of our state. We are proud of the look of our state. We are proud of the actions of our state. We are proud of the people of our state, and the state deserves to be respected and the area deserves to be respected. It’s time for this activity to stop.”
Atlantic Beach residents, however, accused Haley of singling them out because she had not also called to end the larger white biker week that takes place a few miles away just weeks earlier.
“If you’re going to stop the black bikers weekend, you should stop all biker weekends, regardless if nothing happened during that time,” Atlantic Beach resident Jennequa Miller told the AP. “That’s unfair.”

You could hear a pin drop on Chryst Field at Biemesderfer Stadium when Pennsylvania Gov. Tom Corbett finished his commencement speech Saturday at Millersville University.
Normally, such speeches elicit rowdy applause from the students awaiting their diplomas.
Not this time.
Millersville’s 2013 graduating class refused to clap.
About a dozen students – and at least three professors – weren’t even facing Corbett.
When he started to speak, they stood up, turned their chairs around and sat back down.
Chet Klinedinst, of Lancaster, was one of the students who turned his back on Corbett.
“I turned my chair around because I felt like I needed to show my disapproval of the cuts that were going to be taken to the budget for public education in Pennsylvania,” he said.
Klinedinst also objected to the fact that Corbett was asked by Millersville to speak at his graduation ceremony.

Fox News host Chris Wallace on Sunday wondered if former prisoner of war Sgt. Bowe Bergdahl deserved to be executed for allegedly leaving his outpost in 2009.
“From what you know so far, is Bergdahl guilty of leaving his base without permission, being absent from his post?” Wallace asked former U.S. Attorney General Michael Michael Mukasey during an interview on Fox News Sunday. “Is he guilty of being a deserter, is he guilty of being a defector? And after five years of captivity — some people initially said, well, that’s enough — should he face the appropriate punishment if he is found guilty?”
Mukasey pointed out that Bergdahl had not been found guilty yet, and that a decision about punishment should come after that.
Christie’s pension cut heads to court for a last-minute showdown
A state judge announced today that she will hear a major challenge to Gov. Chris Christie’s plan to take funds meant for public-workers’ pensions to solve a budget crisis, a development that adds even more pressure on lawmakers and the governor as they scramble to finish a new budget by June 30.
In an order issued today, Superior Court Judge Mary Jacobson said she will hear a lawsuit brought by active and retired State Police troopers. Oral arguments will be held June 25, Jacobson said.
Through their unions, the troopers are challenging an executive order signed by Christie last month that takes $900 million designated for the pension system this fiscal year and uses it to plug an unexpected shortfall in the state budget that came to light in April.
The move is illegal under a pension overhaul Christie himself signed into law in his first term, the troopers argue, and it violates a section of the state constitution that says “the Legislature shall not pass any bill … impairing the obligation of contracts.”

North Carolina Is Ground Zero for Unemployment Extension Fallout

With Congress showing few signs of passing an unemployment extension in 2014, North Carolina’s tossup Senate race will be a key test of the issue’s political potency.
Democratic Sen. Kay Hagan and her Republican challenger, state Speaker Thom Tillis, have taken sharply different stands on unemployment benefits, and the issue could cut both ways.
Hagan backed the Senate’s unemployment insurance extension, and inserted a provision to restore federal benefits to North Carolina workers.
She’s attacked Tillis for taking a lead role slashing the benefits in North Carolina — now the least generous in the nation — while he credits the cut, in part, for the state’s shrinking unemployment rate.
“It’s no coincidence given our tax, regulatory and unemployment reform that we continue to see a significant drop in unemployment and are able to add jobs for our citizens,” he said in May.
The North Carolina General Assembly cut state unemployment benefits to 19 weeks last year to help pay down the state’s debt. And beginning on July 6, anyone who applies for unemployment benefits will be able to collect for a maximum of 14 weeks, versus 26 weeks in most other states.
The state legislature also cut the maximum weekly payment from $535 to $350.
The cuts last year made North Carolina workers ineligible for extended federal unemployment benefits, something Hagan sought to fix.
“This bill includes my provision to restore federal unemployment insurance for North Carolinians who have suffered as a result of a reckless law passed by the General Assembly, which knowingly and willingly violated federal law,” she said when the Senate unemployment extension was unveiled in March.

Jamil Boldian headed to college four years ago, arriving in small-town Ohio with a one-way Megabus ticket and $17.91 to his name. He’d been scared to leave Chicago, the only place he’d ever really known. He’d had a rough start in life, bouncing around in seven or eight elementary schools. He wasn’t always sure he was college material. Now here he was on a rural campus, where he knew no one.
But that had been part of the grand plan ever since Boldian had enrolled in Urban Prep, a new charter high school for young black men. Most were poor, way behind in school and living with their mothers in gang-ravaged neighborhoods. But founder Tim King had made a pledge: If they stayed disciplined and dreamed big, they’d get into college. And sure enough, every member in the Class of 2010, the school’s first, was accepted into four-year colleges and universities. Once they’d climbed that hill, though, the mountain was next.
Each student approached college with his own baggage: There was Krishaun Branch, the former hell-raiser who’d flirted with gang life, left Urban Prep, then returned after a tragedy. Robert Henderson, the survivor of a lifetime’s worth of hard knocks. Marlon Marshall, the soft-spoken runner who’d said he’d never had a real childhood. Rayvaughn Hines, the student council vice president and athlete, who grew up hearing the odds were stacked against young black men. Cameron Barnes, the lanky, shy teen still mourning his mother’s death, wondering whether he had what it takes to finish college. Once in school, these students would wrestle with stress and loneliness. Depression and self-doubt. They’d come to know the stomach-churning anxiety of getting a D on a big test. The strain of balancing classes with two, even three jobs and still ending up in debt. The uneasiness of living in a nearly all-white community for the first time in their lives. The sting of hearing your professor predict you will fail in school. They’d have to overcome all that, and more, to make it to graduation. –

Morning Plum: GOP’s guerrilla resistance to Obamacare alive and well

Last summer, Senator Ted Cruz justified his drive to defund Obamacare by arguing that the law must be blocked before people began receiving its benefits, because then it would be too late — the ACA would never get repealed.
Here are two new developments that nicely illustrate the dilemma this has left behind for Republicans.
In Virginia, in an extraordinary turn of events, state Republicans have dealt a severe blow to Governor Terry McAuliffe’s push to expand Medicaid to 400,000 people in the state. They have reportedly induced a Dem state senator to resign, putting the Senate under GOP control and making it less likely that it will vote for the expansion.
Incredibly, as the Post reports, the Dem’s resignation paves the way for Republicans to appoint him to a state tobacco commission post and his daughter to a judgeship. Dems allege a straight-up swap, which Republicans deny. But either way, the episode illustrates just how far Republicans will go to prevent Obamacare from expanding affordable health coverage to hundreds of thousands in their state.
Now let’s zoom over to West Virginia. Here, the Medicaid expansion is moving forward, thanks to Dem Governor Earl Ray Tomblin. As the Charleston Gazette reports, nearly 154,000 have enrolled in either Medicaid or CHIP since last September — making the rise in enrollment the second largest of any state in the country.
The GOP establishment’s preferred Senate candidate in West Virginia, Rep. Shelley Moore Capito, continues to call for Obamacare repeal. Yet the Gazette reports that she continues to decline to take a position on whether the Medicaid expansion should move forward here.

Stylist Cuts Braids Out of Little Girls Hair After Mom Failed To Pay. What Would You Have Done?
Y’all know most times I am pretty absolute on how I feel about things, but in this case I am kind of torn. A Louisiana stylist has come under fire for cutting braids out of a little girls hair that took her 9 hours to install, after the girl’s mother failed to pay her for her services. What would you do? Crystal Collins posted the above photo to her Instagram account with the following caption:
“One thing I don’t play about is my money. I try to be patient with everybody but I will not get played,”
Surely we can all understand Crystals frustration. My hesitation in rushing to judgement has to do with the fact that it involved a small child. On the flip side of things, it is not Crystal’s (hairstylist) job to worry about the welfare and well-being of someone else’s child. The mother of this child is the one who should carry the burden of how her shifty actions could trickle down to her child.
Some may argue that Crystal could have called the police and reported the woman for theft of services. Uhhhmmm yea she could have, but we all know that all the police was going to do was come out and fill out a report that was going to go in some junk pile. Meanwhile, the little girl would still be tootsie rolling around town with Crystal’s free work on top of her head. Speaking of children, Crystal has kids as well, and the 9 hours she spent working was time away from her children and the non payment was food taken out of their mouths. So as you can see, there are many ways this thing could have gone. I’m torn…

Right around noon on Wednesday, the Senate voted to invoke cloture on Sylvia Mathews Burwell’s nomination to be the next secretary of Health and Human Services. The all-out Obamacare brawl that Republicans had promised when Burwell’s nomination was announced never materialized. Instead, it ended with a quiet, respectful display of bipartisan comity.
Losing the opportunity to grandstand on the Burwell nomination, however, was the least of the Republicans’ troubles this week when it came to the Affordable Care Act. We’re only six days into June, and opponents of the ACA have already had a terrible month.

NYT: Obama Plans Steps To Ease Student Debt
President Obama on Monday will take executive actions to ease the burden of college loan debt for potentially millions of Americans, in a White House event coinciding with Senate Democrats’ plans for legislation to address a concern of many voters in this midterm election year. Mr. Obama’s main action will be to expand on a 2010 law that capped borrowers’ repayments at 10 percent of their monthly income. The intent is to extend such relief to an estimated five million people with older loans who are currently ineligible — those who got loans before October 2007 or stopped borrowing by October 2011.
But the relief would not be available until December 2015, officials said, given the time needed for the Education Department to propose and put new regulations into effect. Also, Mr. Obama will announce that the department will renegotiate contracts with companies that service federal loans to give them additional financial incentives to help borrowers avoid delinquency or default. The Education and Treasury Departments are to work with the nation’s largest tax-preparation firms, H&R Block and Intuit Inc., to ensure that borrowers are aware of repayment options and tax credits for college tuition.

We’re told years ago Justin told both Usher and Will Smith about the videos, saying he knew almost immediately it was a stupid thing to do … Usher took him into a room and showed him historically racist videos to drive home how hurtful these words can be.

I cant sit up here I say that I knew Dominican people were of African decent. I guess I never put much thought into it. Never had any reason too. However, 90% of Dominicans are of African decent. Yet as a people, they shy away from identifying as Black. Instead, those that live in the Dominican Republic identify as “Indio”, and those here in the US most commonly identify as “Dominican”. These are both ways of negating their African decent, but why?

I am not a Maryland insurance expert, but what I predict will happen is that Care First (which tended to have very low rates) will lose a lot of membership to Kaiser and Evergreen and All Savers. Shifting insurance is a pain in the ass and it is something that us privileged folks in the private sector have never ever had to do move insurers.

On Thursday half a million “IMPEACH OBAMA FOR LEAVING AN AMERICAN BEHIND IN AFGHANISTAN” signs were found by sanitation workers next to a dumpster behind the Washington-based headquarters of the Republican National Committee.
G.O.P. chairman Rence Priebus said,” We know nothing about the litter found in the alley behind our national office. We suspect this is part of an orchestrated mainstream media smear campaign. For the record, we are opposed to littering.”

Our View: Demonizing the Bergdahls

The rush was on to blast the White House last week and congressional Republicans couldn’t care less who got hurt. But the fact that Army Sgt. Bowe Bergdahl and his parents, Bob and Jani, were the collateral damage in the GOP’s ruthless campaign to lampoon President Obama is vile.
For five years, lawmakers on the Hill blasted the Obama administration over the Hailey native’s continued Taliban confinement. It only took a few hours following his release last Saturday before Fox News talking heads had Bergdahl labeled a traitor or even a collaborator. Some literally called for blood.
Meanwhile, Republican powerhouses, such as Sens. John McCain and Lindsey Graham, were lambasting the administration for swapping five Guantanamo Bay prisoners for Bergdahl. The five are the “Taliban Dream Team,” Graham said. McCain, only a few months before Bergdahl’s release, told CNN he would support a swap much like the one that got the only American prisoner of war out of captivity. His pivot, and the rest of his party’s, is about attacking the president. Bergdahls be damned. They’re expendable, says the national Republican machine.

Obama Promised to Do 4 Big Things As President. Now He’s Done Them All.

The conservative view of President Obama has straddled two difficult-to-reconcile portraits. One indicts him as a “Reagan of the left,” fundamentally (and, in their view, disastrously) altering the shape of the state. The other casts him as a hapless mediocrity, a Jimmy Carter redux. At the moment, the latter view is more in evidence — just in the last week, columns have appeared with headlines like “Is It Too Late for Obama to Rescue His Legacy?” and “The Failed Presidency of Barack Obama.”
On January 20, 2009, when Obama delivered his inaugural address as president, he outlined his coming domestic agenda in two sentences summarizing the challenges he identified: “Homes have been lost, jobs shed, businesses shuttered. Our health care is too costly, our schools fail too many, and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.” Those were the four major areas of domestic reform: economic recovery measures, health-care reform, a response to climate change, and education reform. (To the justifiable dismay of immigration advocates, Obama did not call for immigration reform at the time, and immigration reform is now the only possible remaining area for significant domestic reform.) With the announcement of the largest piece of his environmental program last Monday, Obama has now accomplished major policy responses on all these things. There is enormous room left to debate whether Obama’s agenda in all these areas qualifies as good or bad, but “ineffectual” seems as though it should be ruled out at this point.
Certainly, when Obama unveiled his domestic ambitions, few thought to accuse him of setting the bar too low. In a speech before a joint session of Congress a month after his inauguration, which was the incoming president’s version of a State of the Union Address, Obama identified those same four priorities in more detail. This was about the time conservatives began to completely freak out; Charles Krauthammer, a voice of relative sobriety, called his speech “the boldest social democratic manifesto ever issued by a U.S. president.”
It was not that, but Obama did call for quite a lot to get done. The response to the great recession included an $800 billion stimulus, a bank reorganization, the Dodd-Frank financial regulations, and the auto bailout. None of these measures completely satisfied anybody, but the failure of any of them might well have triggered a deep, Great Depression–like meltdown. Obama’s education reforms, while significant, have had a more modest effect. His race-to-the-top grants, tucked into the stimulus, unleashed a wave of standards-based reform nationally. He has made more modest progress in bringing accountability and broader access to pre-Kindergarten and college education; I predict Hillary Clinton will pick up the call for universal pre-K as a centerpiece of her 2016 domestic platform.
I’ve written quite a bit recently about Obama’s environmental agenda. One can question whether it will survive a legal challenge or successfully culminate in international cooperation, but there’s no doubt that it has fulfilled his original goal. In 2009, Obama promised to “double this nation’s supply of renewable energy in the next three years.” Since then, wind capacity has tripled and solar capacity increased 16-fold. He likewise called for “a market-based cap on carbon pollution,” which is exactly what the new power-plant regulations would create.

Obama’s new teammate: Alonzo Mourning
Given their mutual interests, it’s no surprise the two men have become friends.

Wary of hangers-on and sycophants, President Barack Obama has made few friends since moving into the White House.
Alonzo Mourning, the former Miami Heat star, is a striking exception.
He was one of many boldface Democratic donors willing to lend their names to Obama’s first presidential campaign and became a member of a small group of ex-NBA players summoned to play basketball with the president. Over the past few years, though, the president and player-turned-philanthropist developed a deeper bond that challenges the “no new friends” mantra the Obamas developed during the 2008 race.
Obama and Mourning have played golf together three times since November and spent time together during a March weekend in the Florida Keys. They talk about sports and family but also discuss social issues — particularly their shared interest in helping underprivileged kids. Mostly, though, they just savor the downtime.
“You get caught up in the fact that he’s so personable you do forget that he is the most powerful man in the world,” Mourning said in an interview. “That’s what he wants when he’s around his friends. He doesn’t want to be strictly political every time that he’s around us. I think he just wants to relax and exhale.”
