    CHARLESTON S.C. – Civil rights advocates and the family of a 19-year-old former Army recruit fatally shot during a June 20 encounter with a South Carolina police officer are questioning the claim by law enforcement that his death appears to have been a suicide.

    The officer is on paid leave as the South Carolina Law Enforcement Division investigates the shooting of Denzel Curnell in Charleston, who died after a gunshot wound in the head.

    His death adds to “the sad and horrifying list of young black men shot by or in the presence of law enforcement in our community,” the local branch of the National Association for the Advancement of Colored People said in a statement.

    Police have released few details about the incident. They described the case as a “possible suicide,” saying there was no evidence that the officer, Jamal Medlin, fired a weapon.

    But Curnell’s relatives are asking how the teenager, who was left-handed, could have shot himself in the right side of his head, said Dot Scott, president of the Charleston NAACP branch.

    They are pushing for the release of footage from surveillance cameras that might have recorded the incident at an apartment complex and for the coroner’s report, said Charleston attorney Andrew Savage, who is representing Curnell’s family.

    Mistrust in North Carolina Over Plan to Reduce Precincts

    HELBY, N.C. — When Alan Langley, a Republican member of the local elections board here, explains a new proposal to consolidate five voting precincts into two, it sounds procedural and well-meaning: He speaks of convenient parking and wheelchair access at the proposed polling places, and of saving more than $10,000 per election.

    Those precincts, however, are rich with black voters who generally vote Democratic. And when the Rev. Dante Murphy, the president of the Cleveland County N.A.A.C.P. chapter, discusses the plan, he talks of “disenfranchisement” and “conspiracy.”

    “We know,” Mr. Murphy said, “that this is part of a bigger trend — a movement to suppress people’s right to vote.”

    The bitter disagreement in this city of 20,000 is part of a broader voting rights battle charged by race and partisan politics that is happening in a number of communities, many of them Southern, where changes to election laws no longer require advance approval from the federal government after a year-old Supreme Court ruling voided a key section of the Voting Rights Act.

    Voting Totals Reveal Crucial Boost From Blacks in Thad Cochran’s Victory

    The precinct level returns in Hinds County bolster the theory that a surge in black, Democratic turnout allowed Senator Thad Cochran to defeat Chris McDaniel, a Tea Party-backed state senator, in last month’s Republican primary runoff in Mississippi.

    Mr. Cochran won by 7,667 votes. Nearly half — a net 3,532 votes — came from the most Democratic precincts in Jackson’s Hinds County, where President Obama won a combined 97.8 percent of the vote in 2012, according to figures released Tuesday night by the Mississippi secretary of state.

    The surge in turnout was clearest in overwhelmingly black precincts; turnout sometimes increased by more than 3,000 percent over the initial Republican primary.

    In Hinds County’s 25 most heavily Democratic precincts, where Mr. Obama won a combined 99.3 percent of the vote, Mr. Cochran picked up a net 1,414 votes, representing about a fifth of Mr. Cochran’s statewide margin of victory and dwarfing the 121 votes won by Mitt Romney in the same precincts in 2012.

    Watch: Off-Duty Georgia Officer Charged in Racial Road Rage Assault

    The officer was arrested and placed on administrative leave after the incident during which he called a woman a “low life piece of [expletive] n**ger.”

    HENRY COUNTY, Ga. — An officer was placed on leave after he was arrested, accused of spitting on a woman and calling her a racial slur.

    Clayton County police Officer Thomas Sheats faces simple battery, simple assault and disorderly conduct.
    He was arrested and booked into the Henry County Jail but has since bonded out.

    Henry County police said the incident began June 29 on Highway 155 in Locust Grove. Michele Griffith, 27, said that’s where Sheats followed her for miles, blowing his horn, driving erratically and bumping her car.

    Griffith said when they pulled into a parking lot where she was going to get pizza, Sheats approached her car and angrily shouted at her.

    “Why the (expletive) you going 35 miles per hour on a 45 mile per hour road,” Griffith said Sheats told her.

    She told Sheats he could have went around her. She said that’s when he really exploded.
    “‘I couldn’t pass, you low life piece of (expletive) (n-word)’ … and (he) spit on me,” Griffith said was Sheats’ response.

    Griffith said she was horrified. She said Sheats was screaming so loud people came out of stores and attempted to block him in until police arrived.

    Vatican bank chief to step down amid restructure

    The entire senior management team of the Vatican bank is to be replaced as part of extensive reforms of the Catholic Church’s central government.

    Pope Francis has sought to stamp out corruption and other abuses at the bank, which handles the Church’s funds.

    French financier Jean-Baptiste de Franssu will take over as head of the bank from Ernst von Freyberg.

    The bank will also eventually give up its investment activities to focus on serving religious orders and charities.

    Ernst von Freyberg was appointed by former Pope Benedict just before his retirement in February 2013 after allegations were made that the Vatican bank had been used by money launderers.

    However, attempts to create a more transparent banking system for the Catholic Church will continue under new management.

    Nejuana Harris did not want to have her baby this way — rushing into an emergency room six weeks before the baby should have arrived, wondering and worrying about undiagnosed complications and unknown dangers.

    “I didn’t have any prenatal care,” Harris said. “None.”

    She would have gotten that medical attention if TennCare had been in compliance with the presumptive eligibility requirement of the Affordable Care Act. Tennessee has so far failed to set up a system for hospitals to temporarily enroll patients in Medicaid who probably qualify for coverage — something hospitals were supposed to be able to do beginning Jan. 1. The delay could put state Medicaid funding in jeopardy.

    “The way to fix it easily is just do what the law says,” said Michele Johnson, executive director of the Tennessee Justice Center.

    TennCare Director Darin Gordon acknowledges that his agency has no system for hospitals to make presumptive eligibility determinations and says his agency has prioritized complying with other parts of the federal health law.

    “We have been doing our research and trying to figure out how we can implement that effectively,” Gordon said. “Some would have us just throw the door open to a brand-new process, such as that, and not be as concerned about some of the controls you need to have in place.”

    With the full implementation of the Affordable Care Act this year, Tennessee stopped staffing hospitals with state employees who once helped pregnant women sign up for Medicaid and instead started directing them to apply at healthcare.gov or local health departments.

    To save the Windy City, we have to use everything at our disposal.
    A major American city is quickly being lost to guns, gangs, drugs and hopelessness, and political and business leaders are giving lip service to the problem. Yet while our politicians dither, the city’s Southside and Westside residents are living in perpetual fear, afraid to walk the streets.

    It’s time for Mayor Rahn Emanuel to put his ego and political ambitions aside. It’s time for him to ask the state police and the National Guard to come into Chicago and assist the police department in regaining control of the city’s streets.

    The July 4th weekend saw 84 people in Chicago shot and 16 killed. More than a thousand people have been shot since this year began. Nearly all of those killed, according to the Chicago Sun-Times, are black and Hispanic men 35 and under. There is no doubt in my mind that if 16 people were killed in one weekend on the prosperous North Side of Chicago, this country would be up in arms. It would be the No. 1 story in every newspaper and on every news channel nationwide. But I’ll save that for another piece.

    Chicago Police Superintendent Garry McCarthy said Sunday that hundreds of extra police officers were on the streets over the holiday weekend, and for a little while the streets were relatively quiet. But then things went haywire on Sunday, and 21 separate shooting incidents occurred.

    Mayor Emanuel and police officials tout the fact that the city’s homicide rate has dropped this year, and have even said there are fewer deaths than there were two decades ago. Great. Wonderful. I’m sure that’s comforting to the families of the 16 people gunned down over the weekend.

    To understand what’s happening in Chicago means looking at decades of racial segregation and economic apartheid that continues today. Tackling this massive problem requires a holistic approach, but first we must deal with the plague of gun violence visiting that city.

    We can talk all day about jobs and education, and there is no doubt decades of failure in those areas are contributing to the violence in Chicago today. But before we can start talking about rebuilding areas affected by systemic poverty, we need to confront crime.

    As a resident of Chicago for six years, I’ve witnessed its problems up close. I’ve had discussions with pastors, community leaders, police officials, parents, politicians and business leaders. And I have talked several times with Ret. Lt. Gen. Russell Honoré, the man who kicked butt and took names when he lead the military response in New Orleans after Huricane Katrina.

    Former New Orleans Mayor Ray Nagin Sentenced to 10 Years

    Former New Orleans Mayor Ray Nagin was sentenced Wednesday to 120 months in prison. U.S. District Judge Helen Berrigan also ordered Nagin to pay $84,000 in restitution.

    Nagin, 58, was convicted on Feb. 12 of accepting more than $500,000 worth of bribes and free trips from contractors in exchange for helping them clinch millions of dollars in city work when he was mayor of New Orleans, both pre- and post-Hurricane Katrina. He was found guilty of 20 out of 21 counts in the indictment. Nagin, a Democrat who was mayor for two terms from 2002 to 2010, denied he took any bribes.

    “I normally wear cuff links,” the Rev. William Barber II told the 75 activists, black and white, who filled the pews at Davie Street Presbyterian Church in downtown Raleigh Monday night. “But it’s time to roll up our sleeves.”

    With those words, the president of the North Carolina NAACP launched the next phase of the Moral Monday movement, the broad faith-based response to the state’s recent sharp-right policy turn.

    The movement, founded by Barber in 2013 and backed by dozens of church and advocacy groups, is temporarily shifting its attention away from the civil-disobedience protests that yielded more than 1,000 arrests. Between now and Election Day in November, Moral Monday leaders plan to concentrate on local communities and a federal courtroom, confronting what Barber calls “the most regressive voter-suppression law passed by any state in this country since Jim Crow.”

    A Utah police officer who killed his family before taking his own life had drugged and raped his wife on videotape repeatedly, according to an investigation into the January murder-suicide.

    Spanish Fork police completed its 145-page investigation Monday into the deaths of 32-year-old Kelly Boren, 7-year-old Joshua “Jaden” Boren, 5-year-old Haley Boren, 55-year-old Marie King, and 34-year-old Joshua Boren, reported the Deseret News.

    Police believe Joshua Boren, a Linden police officer who previously worked as a Utah County sheriff’s deputy, used his department-issued handgun to kill his wife, children, and mother-in-law Jan. 16 in their home and then turned the gun on himself.

    Investigators said Boren was a well-respected law enforcement officer considered a “teddy bear” by those who knew him, but they said the officer had a dark side he had apparently battled since childhood.

    “Josh was a very troubled individual that felt like he was about to lose his wife and children,” police said in their report.

    Investigators reported that Boren had been sexually abused as a child, had a deep hatred for his mother, and was addicted to drugs and pornography

    He said they ended up compromising by agreeing to have Obama meet with Rick Perry and participating in an immigration round table, which allowed them to stand firm while still showing concern about the issue at hand.

    A little girl sitting on the porch with her daddy on a beautiful summer day was shot execution-style by a “coward” who wanted the child’s father to watch her die, police said Thursday.

    Kamiya French, age 2, was pronounced dead at a nearby hospital on Tuesday in Inkster, Mich.

    Dad Kenneth French, 34, and Chelsea Lancaster, 12, remain hospitalized and are expected to recover.

    Apollo Nida just got an enormous break for singing like a canary … he got 1/4 the maximum sentence for a massive money fraud scheme.

    Nida — who appears on “Real Housewives of Atlanta” with wife Phaedra Parks — was just sentenced to 8 years in federal prison for cashing stolen checks and laundering more than $2.3 mil through phony bank accounts.

    The judge who sentenced him today in a Georgia court said Nida did indeed cooperate with federal investigators by spilling criminal secrets … and that’s why he got leniency.

    Nida could have been sentenced to 30 years, so 8 years is a big victory.

    Malia Obama went to a famous L.A. restaurant Monday night — a restaurant regularly frequented by celebs and paparazzi — and when the White House found out a photog took her pic, they went into DEFCON 1 to KILL the photos.

    The 16-year-old went to Gjelina in Venice, CA with some friends. The photog got the pic as Malia walked out and then sent it to the AKM-GSI agency to sell. The agency posted the pic on its website for media outlets to purchase, but several hours later The First Lady’s Office called AKM-GSI and asked them to please take the pics off the website and delete them from their files.

    We’re told Michelle Obama’s people told the agency they had promises from various media outlets not to photograph the 2 girls when they were not in the presence of their father.

    AKM-GSI then agreed, sending an email to the media with the subject, “URGENT SET KILL NOTICE.”

    The text reads, “Please delete the set of Malia Obama from your archive. The set was sent around earlier today. We cannot distribute this set.”
