Senate asks for CBO score with, without Cruz proposal

Senate Republicans have asked the Congressional Budget Office to analyze Sen. Ted Cruz’s proposal for further health insurance deregulation, and they’ve asked for one estimate of a health care bill that includes his changes and one that doesn’t, according to a GOP aide familiar with the discussions.

The bottom line: That would give Republicans a better idea of the impact of his proposal, which would let insurers sell health plans that don’t meet Affordable Care Act standards — including, potentially, waiving the pre-existing condition rules — as long as they also sell plans that comply with all of the ACA insurance regulations.

What to watch: Among the issues CBO would have to weigh: would the non-ACA plans be cheaper, what would happen to premiums in the ACA plans, and what would happen to the cost of federal subsidies.

NEW: The Senate is quietly pushing a subtle change in the health care bill:

not just to gut Medicaid, but to allow states to eliminate it.

BACKGROUND: There is a conservative view that Medicaid ⬆️ over-treatment & ⬇️ employment. Been argued in several TV debates I’ve been on.3

I have seen no data to support this– and have seen data which contradicts this. Nevertheless, it is consistent w a free market ideology.4

In this ideology, the best thing to do with Medicaid (& Medicare) is to give everyone a subsidy to buy their own insurance. 5

HOW SENATE BILL SOWS SEEDS FOR END OF MEDICAID: Baseline– the bill cuts 15 mm off & puts a cap on care for everyone else. It gets worse.6
The new state waiver process in the Senate bill already allows Medicaid to be replaced by giving ppl a subsidy. 7

The requirements of the waiver explicitly say that governors can do without legislature & that all waivers must be permanent changes.8

All it would take is 1 conservative governor ever to eliminate Medicaid for a state. A pitch the Koch Bros could hit. It gets worse. 9

The Federal taxpayer money currently going to Medicaid can be used for any purpose– does not need to be used w low income/disability/etc.10
Rather than plussing up Medicaid, Senate is selling conservatives that plussing up tax credits will allow Medicaid to be replaced.11
As @ThePlumLineGS points out, this “plussing up” would be woefully inadequate, meeting 22% of the need.
Centrist Senators are being told this solves their Med expansion problem too. I heard that came up at the meeting w Trump last week.13
This plays into horrible polls & pushback from govs over Medicaid cuts causing Senate to consider easing some tax cuts.14
As Medicaid cuts take hold, the incentives to end Medicaid will be high. And it would just take a single conservative governor to do it.15

    Trump should expect a strong backlash if he doesn’t tell Putin to keep out of future U.S. elections, warned the top Democrat on the House Intelligence Committee, Rep. Adam B. Schiff (D-Burbank), in a telephone interview.

    “If he doesn’t have the courage to raise the issue, Putin will conclude he can walk over our affairs and the ‘president’** won’t object,” Schiff said. “That would be a big mistake.”

    Advisors including Secretary of State Rex Tillerson and Defense Secretary James N. Mattis are trying to carefully script Trump’s interaction to head off any attempt by Putin to manipulate the encounter to his advantage, the U.S. officials said.

    Putin is known to prepare assiduously for such high-stakes encounters with foreign counterparts, developing a command of policy objectives and honing a strategy to extract concessions, one U.S. official said.

    “Putin was and is a KGB officer, and KGB officers are specialists at one thing: seduction, how to persuade others to do what you want,” said John Herbst, a foreign policy expert at the Atlantic Council and a U.S. ambassador to Ukraine under President George W. Bush.

    Putin is expected to look for ways to further undermine NATO and exploit divisions within, such as the tension between Trump and Merkel evident at the NATO summit and after Trump’s disavowal of the Paris accord on climate change. She told reporters in Germany that the G-20 meetings would be “thorny.”

    Russian officials have also made overtures to the Trump administration about regaining two properties previously used by Russian intelligence services: a mansion on Long Island, N.Y., and a large house in Maryland. The Obama administration demanded the Russian government vacate both properties in December and kicked out 35 alleged spies in retaliation for Russian interference in the U.S. election…”

    Among those in the adoring crowd that greets Trump will be the country’s president, Andrzej Duda. Elected in the summer of 2015, Duda is a member of the right-wing Law and Justice Party, and, like Trump, he’s an anti-immigration nationalist with an authoritarian streak…”

    Amid a swirl of speculation about Joe Biden, Kamala
    Harris, Kirsten Gillibrand, Cory Booker, and practically everyone else
    under the sun as potential Democratic presidential contenders, most of
    the political class is ignoring the elephant in the room. Bernie Sanders
    is, by some measures the most popular politician in America, by far
    Democrats’ most in-demand public speaker, and the most prolific
    grassroots fundraiser in American history.

    If he were 10 or 20 years younger, his absence from a 2020 cattle call held by the Center for American Progress
    back in May would have been glaring. As things stood, the whisper among
    everyone in the halls was simply that he’s too old and obviously won’t
    run.

    But make no mistake: Sanders is the real 2020 Democratic frontrunner.

    He’s doing exactly what a candidate who fell short needs
    to do to run a second time. He’s established a national political
    organization, he’s improved his ties with colleagues on Capitol Hill,
    he’s maintained a heavy presence in national media, and he’s traveling
    the country talking about issues.

    In subtle ways he’s shifted his policy commitments to the
    center, making himself a more broadly acceptable figure in the party.
    At the same time, he’s held on to a couple of signature issues —
    Medicare-for-all and tuition-free public college — that give him exactly
    the kind of clear-cut and broadly accessible agenda that mainstream
    Democrats lack.

      For what it’s worth, and just like with their fleeting ‘pro’-Ben and Candy Carson republican counterparts, I recognize and appreciate the usually racist sliver of Bernie supporters who’re now ’embracing’ Nina…even if it’s only to temporarily attempt to disprove their well-earned hostile/anti-black reputation ..

      It is important however to remind them – and Nina Turner, that establishment Dems and the ‘feminists’ among them, typically only patronize and humor black folks …But generally rally behind, and enthusiastically support and prefer their favorite blacks – mixed and not ‘too black’…and without that inconvenient and burdensome blood of slaves actually running in their veins…

      They figure they can always finagle – or borrow – by way of or some sort of ‘association’…if and when it’s needed or called for … some tenuous but easily exaggerated and hyped-up and ‘convincing’, ‘connected’…but sufficiently removed …and certainly ‘freeing’ and not as ‘angry’ or white guilt inducing, but enough of a cover, validation and proof of ‘wokeness’ for lip-service ‘progressive allies’ …And a semblance of ‘connection’ to that all-important ‘Civil Rights’ narrative…for the purposes of the periodic invocation of the ‘descendant of slaves’ references that usually make for powerful moments in speeches and as periodic biography boosters…but not too much that it ‘bogs down’ …or takes away from the much preferred bland ‘cross-cultural’ slant that can be sold as less ‘angry’ at ‘whitey’…and so much more ‘accepting’ and ‘open-minded’…

    A young father from Detroit was exonerated after being accused of murdering and sexually assaulting his 8-month-old infant daughter, who died April 23.

    James Lee Saltmarshall, 22, faced charges of felony murder, first-degree child abuse and first-degree criminal sexual conduct. On Thursday, all charges against Saltmarshall were dropped “in the best interest of justice,” Wayne County Prosecutor Kym Worthy’s office said in a statement Thursday.
