Oct 1 (Reuters) – Rahm Emanuel, President Barack Obama’s high-profile chief of staff who helped push through major healthcare and financial regulatory reforms, stepped down on Friday to pursue a run for Chicago mayor.
Obama praised Emanuel at a farewell ceremony at the White House. “It is fair to say we could not have accomplished what we accomplished without Rahm’s leadership,” he said. Pete Rouse, a long-time Obama adviser who helped orchestrate his presidential campaign, will step into the position temporarily.

Close to three dozen top White House aides gave Rahm Emanuel, the chief of staff, a standing ovation — and a dead fish — as he concluded his final 8:30 meeting in the Roosevelt Room Friday morning.
Mr. Emanuel, who is leaving to run for mayor of Chicago, gave a five-minute, teary-eyed speech to a hushed room, according to someone in attendance. He thanked his staff and talked about how proud his folks were of him.
“I know I pushed you all really hard,” Mr. Emanuel told them. “But I did it in service to the president, and I believe our country is better off for it.”
The serious tone was broken by Austan Goolsbee, a fellow Chicagoan and the newly named chairman of the president’s Council of Economic Advisers. Mr. Goolsbee presented Mr. Emanuel with a dead Asian carp, wrapped in Chicago newspapers.
The fish represents two insider jokes: an infamous story about Mr. Emanuel is that he once sent a dead fish to a pollster he had fought with. The story became a symbol of Mr. Emanuel’s tough style.
But aides in the White House said the choice of Asian carp was meant to tweak Mr. Emanuel about an issue that he worked on endlessly, with little public attention: the effort to prevent the Asian carp from making its way into Lake Michigan. Last month, Mr. Obama appointed a “carp czar” to deal with the issue.
Mr. Obama was not at the staff meeting in the Roosevelt Room. He plans an official send-off for Mr. Emanuel later this morning in the East Room.
