The Justice Department is preparing to bring a lawsuit against Ferguson, Missouri, police over a pattern of racially discriminatory tactics used by officers, if the department does not agree to make changes, sources tell CNN’s Evan Perez.
The shooting death of Michael Brown at the hands of Officer Darren Wilson thrust Ferguson into the center of a nationwide debate over police tactics and race relations. The Justice Department in the coming weeks is expected to announce it won’t charge Wilson in the shooting, but it is also expected to outline findings that allege a pattern of discriminatory tactics used by Ferguson police.

Philadelphia School Partnership pledges $25 million to aid charter expansion
The Philadelphia School Partnership says it will commit $25 million to the Philadelphia school district to help offset the stranded costs of charter expansion over three years.
The district has been weighing 40 applications for new charter schools, but the added costs of charter expansion have caused some advocacy groups, specifically Public Citizens for Children and Youth, to warn against expansion entirely.
PSP executive director Mark Gleason said he’s not advocating the approval of any specific charters, only those that can improve outcomes for low-income students.
“We are trying to assist the district and neutralize those cost concerns so that it can make decisions on each charter applicant on the merits,” he said in a telephone interview.
PSP has also offered the district $10 million to help shore up its traditional schools.

This whole thing started because Amber Rose went on a show and talked about how she is not feeling the idea ofTyga’s grown ass at 26 years old, dating Kylie Jenner, who just turned 17. It is ridiculous that it’s happening and Amber was right to call it out.
In her initial interview, she didn’t even come for Kylie, really, besides calling her a baby. The person she directed most of her comments towards was Tyga’s overgrown ass.
So Khloe Kardashian got on Twitter and had a few things to say to defend her sister. Amber, in response, came for her edges. Twitter continued the roast all afternoon and I got my entire life.

When my Grandmother turned 60 in 1991, we had a 3-day party where we shut down the 2 blocks around our family house and hired Nigeria’s PREMIER musician Ebenezer Obey to croon til 6am. We legit turned our neighborhood into a concert venue. For three days. Three parties. SO MANY COWS KILLED. Granny had 4 cakes, including one that was in the shape of a Bible (because she was the holiest) and 1 cake (well 2), that said 60 in giant letters. She also had 6 outfit changes. You couldn’t tell her a doggone thing (sigh, I miss her).

Alabama governor apologises for police ‘assault’ on Indian
The governor of the US state of Alabama has apologised to the Indian government for the treatment of an Indian man left partially paralysed after being thrown to the ground by a policeman.
Robert Bentley said the policemen used “excessive force” on Sureshbhai Patel, 57, earlier this month.
The officer involved was charged with the assault but has pleaded not guilty.
Mr Patel, who had recently arrived in the US, has filed a legal case alleging race played a part in the incident.
He was walking outside his son’s home in an Alabama suburb when police said they received a call from a neighbour about a suspicious person.
Footage from police cameras showed Mr Patel – who speaks no English – trying to walk away when the officers approached him. They detain him and eventually shove him to the ground.

Rauner’s budget: No new taxes, deep cuts — clashes likely

SPRINGFIELD — Gov. Bruce Rauner is poised to deliver his first budget address on Wednesday, a blueprint for deep spending cuts across state government that fellow Republicans say will signal “the party’s over” for Democrats’ “voracious spending habits.”
But with no tax increase proposals expected, Rauner could be setting the stage for a fight with Democrats who say “tough medicine” alone won’t cure the state’s financial cancer.
“I said 10 days ago that I don’t think you can cut your way out of the problem,” House Speaker Michael Madigan told reporters after meeting with Rauner on Tuesday afternoon. “I think you need some additional revenue. And that’ll be my position [Wednesday].”
The expected cuts may well be deep given what’s on the table.
While some of Rauner’s budget recommendations will preserve funding to child-related services, even the troubled Department of Children and Family Services will be targeted for reductions, according to a source with knowledge of the governor’s budget. The agency played an unusually high-profile role in Rauner’s campaign against Democratic incumbent Pat Quinn.
Rauner wants to cut off services for former foster care children who have passed the age of 18, the source said.
News of that recommendation already drew the ire of the American Civil Liberties Union, which has longstanding legal battles with the state and its child welfare agency.
“For us to essentially throw them out on the street at age 18, if that’s what the governor is going to propose, is just plain cruel,” said Benjamin Wolf, associate legal director of the ACLU of Illinois. “If you want to increase homelessness and suffering, abandoning them at age 18 is a good place to start.”

U.S. identifying people to target for role in mortgage crisis

Reuters) – U.S. Attorney General Eric Holder said on Tuesday he has given federal prosecutors a 90-day deadline to decide whether they can bring cases against individuals for their roles in the 2008 financial crisis.
U.S. attorneys who brought cases against institutions over misconduct in the pooling and sale of residential mortgage-backed securities have been asked “to try to develop cases against individuals and to report back in 90 days with regard to whether they think they can successfully bring criminal or civil cases against those individuals,” Holder said in a public appearance at the National Press Club.
The Justice Department, in conjunction with other authorities, extracted record penalties from major banks in 2013 and 2014 for inappropriately marketing risky mortgage securities in the run-up to the financial crisis.
JPMorgan Chase & Co (JPM.N) agreed to a $13 billion deal in November 2013; Citigroup Inc (C.N) signed a $7 billion settlement in July 2014; and Bank of America Corp (BAC.N) reached a $16.65 billion agreement in August.
Still, the government has been criticized for not bringing cases against top executives for their roles in the misconduct.
“I think what we have done has been appropriate,” Holder said on Tuesday. “To the extent that individuals have not been prosecuted, people should understand it is not for lack of trying.”
The government cases came out of a task force formed by President Barack Obama in 2012 to probe misconduct that contributed to the financial crisis.

The United States has a prison problem. We have just 5 percent of the world’s population but 25 percent of its prisoners. Even though our imprisonment rate has grown more than 400 percent since 1970, locking people up has not proved to be a deterrent.
The prison problem also extends to jails, which hold defendants awaiting trial and prisoners sentenced for minor offenses. A new report from the Vera Institute of Justice, a nonprofit focused on justice policy, reports that America’s local jails, which hold roughly 731,000 people on any given day, are holding more people even though the crime rate is going down. Jails disproportionately detain people of color longer and for lesser crimes. The report also finds that jails are less likely to give inmates the rehabilitation and mental-health support that could keep them out of prison.
“I observe injustice routinely. Nonetheless even I—as this report came together—was jolted by the extent to which unconvicted people in this country are held in jail simply because they are too poor to pay what it costs to get out,”writes Vera president and director Nicholas Turner. He described poor detention practices in which the mentally ill, homeless, and substance abusers are routinely jailed for bad behavior and described the practice as “destructive to individuals, their families, and entire communities.”

Racism rears its ugly head, as this video shows a black man in Paris forcefully pushed off a subway train by rowdy British Chelsea fans headed for a match with Paris Saint-Germain. An investigation into their identities is underway.
“We’re racist, we’re racist and that’s the way we like it” – this is the phrase they chanted during the incident, seen here in amateur video footage taken at the Richelieu-Drouot station and obtained exclusively by the Guardian.
The man tried to squeeze past them several times, before being given a hard shove.

White Supremacists Target ASU Professor and His Family Over “Whiteness” Course

An Arizona State University professor and his family are being targeted by white supremacists and neo-Nazis over a controversial class he’s teaching called U.S. Race Theory and the Problem of Whiteness.
Lee Bebout, an associate professor of English at ASU, has faced fierce criticism after Fox News anchor Elizabeth Hasselbeck picked up on a recent report on the class from ASU student Lauren Clark, a correspondent for the right-wing website CampusReform.org.
Conservatives have lambasted Bebout for engaging in what they see as a kind of pointy-headed reverse racism, and for daring to suggest that the concept of “whiteness” — as defined by a history of slavery, genocide, and Jim Crow — may still play a role in American society.
The ASU course also has garnered the ire of white supremacists, who have inundated both the Tempe campus and the neighborhood where Bebout lives with handouts featuring his photo, labeling him “anti-white.”
Since the controversy hit, Bebout, who is Caucasian, has been deluged with menacing messages via e-mail and phone.
The white supremacist National Youth Front, which has been trying to organize at ASU, has made Bebout the subject of a YouTube video entitled “Operation Bad Teacher,” featuring an NYF member handing out anti-Bebout fliers on campus.

Oklahoma Bill Banning AP US History Would Make Students Study Ten Commandments, 3 Speeches By Reagan

An Oklahoma bill banning Advanced Placement U.S. History would also require schools to instruct students in a long list of “foundational documents,” including the Ten Commandments, two sermons and three speeches by Ronald Reagan.
The bill, authored by Oklahoma Rep. Dan Fisher, designates a total of 58 documents that “shall form the base level of academic content for all United States History courses offered in the schools in the state.” Many of the texts are uncontroversial and undoubtedly covered by the Advanced Placement U.S. History course, such as the Constitution, the Declaration of Independence and Gettysburg address. But the bill also has an ideological and religious bent. In addition to 3 speeches by Reagan, the curriculum as includes a speech by George W. Bush but nothing from any Democratic president since Lyndon Johnson.
Fisher’s bill was approved by the Education committee on an 11-4 vote.
Opposition to the AP U.S. History test “can be traced back to retired high-school history teacher Larry S. Krieger.” On a conference call marshaling opposition to the test, Krieger said it offered “a consistently negative view of American history that highlights oppressors and exploiters.” Krieger teamed up with Jane Robbins, an anti-Common Core activists. (Some, including Oklahoma lawmakers, have conflated the Advanced Placement test with Common Core.) They have their own website: http://opposenewapstandards.us.
Krieger, Robbins and others were successful in convincing the Republican National Committee to pass a resolution blasting the Advanced Placement U.S. History course, saying it “reflected a radically revisionist view of American history that emphasizes negative aspects of our nation’s history while omitting or minimizing positive aspects.

ACA enrollment numbers soar

The Affordable Care Act kicked off its first month of open enrollment in October 2013, and by any fair measure, it was a bit of a disaster. The website didn’t work, and by the month’s end, only 106,185 consumers signed up for insurance through an exchange.
Republicans not only celebrated, they also openly mocked the system, highlighting a variety of sports venues with more than 106,185 seats. This was all the proof the right needed – American consumers had no interest in “Obamacare” and the Affordable Care Act itself was “hurtling toward failure.”
All of a sudden, the right isn’t laughing anymore.
More than 11 million people signed up or renewed for health insurance on the state and federal exchanges this year, the White House announced Tuesday. More than a million people signed up in the last nine days of open enrollment, which ended Sunday, the White House said.
“It’s working a little better than we anticipated,” President Barack Obama said in video posted on Facebook.
A total of 11.4 million Americans enrolled for coverage through an ACA marketplace, well ahead of the 10.3 million enrollees the Obama administration projected before this year’s open-enrollment process began. This total, though impressive, does not include the millions of additional Americans who are now covered through Medicaid expansion or young adults who have insurance through their family’s plan thanks to the law’s consumer protections.

No, Charlie Baker’s Not the Future of Republican Politics

At the very end of Molly Ball’s long, affectionate profile of Massachusetts’ new Republican governor, Charlie Baker, she notes that Mitt Romney’s similarly positive image in the state went sour when he began exhibiting presidential ambitions and saying and doing things regular old Republicans in less liberal areas took for granted. And so, she solemnly pushes Baker, who has been in statewide office for about five minutes, to make a Sherman Statement:
Well, praise the Lord for a shrinkage, however small, in the potential Republican presidential field. But I do have to wonder if Ball’s question reflects a hope, however tiny, that GOPers like Baker will soon be welcome on the presidential campaign trail. I don’t know about her personally, but Lord knows a lot of MSM types seem deeply invested in believing and projecting that the rightward lurch of the GOP just has to come to an end, giving us two national parties of “grownups” who agree on the important stuff like fiscal discipline and trade policy and American Global Leadership (defined as keeping the defense budget larger than the rest of the world’s combined) and no longer fight over those silly cultural issues that emanate from embarrassing metaphysical superstitions.
Well, dream on. Charlie Baker’s views on abortion alone are enough to get him hooted off the stage not only in Iowa but in most places where the conservative activists who share operational control of the GOP with billionaires and K Street sit vigilantly waiting to hold an auto da fe for heretics. It takes a state as “blue” as Massachusetts to produce a Republican like Baker these days, and mistaking him for the future of Republican politics makes precisely as much sense as treating Paul LePage as the future of New England governance.

Republican Senators and Republican Congressmen Are on a Collision Course

To increase the odds that the Supreme Court will eventually end President Obama’s most recent deferred deportation program, Republican state officials based their challenge in Texas, where they knew they were likely to draw sympathetic conservative federal judges.
They hit the jackpot with Andrew Hanen, a district court judge who has enjoined the program, pending a ruling on the merits of the case. Hanen’s decision ties the administration’s hands just as it was preparing to accept deferred action applications, ostensibly an outright victory for the GOP. But like so many lottery winners, Republicans are already overspending their way to ruin.
According to a CNN report, “Republicans say the ruling has united and emboldened them to stand firmly by their strategy of tying funding for the homeland security agency to efforts to kill Obama’s executive action, and urged Senate Democrats who have blocked those efforts to heed the ruling.”
A shrewder Republican party would use the ruling as an offramp—fund the Department of Homeland Security, leave the fate of the president’s policy in the hands of the judiciary. Instead, they’re behaving as if this unusually partisan judicial intervention vindicates a political strategy that ends with Republicans footing the bill for shutting down DHS.
GOP leaders could of course come around in the next 10 days, before the department’s funding lapses. But both House and Senate Republicans have committed to inflexible positions, making a shutdown all but certain unless one body or the other reverses itself.
Even if the injunction were guaranteed to hold for many months, the challenge itself only concerns Obama’s expansion of a smaller program for “Dreamers,” immigrants who arrived in the U.S. as children, and other recent actions. The 2012 deferred action program for childhood arrivals (DACA) is unthreatened for now. That won’t satisfy rank and file GOP hardliners, who have conditioned DHS funding on ending both policies

George Miller Spent 40 Years In Congress. How Long Will His Legacy Last Without Him?

On a balmy Saturday morning in September, George Miller is seated in the backyard of his Martinez, California, home, sipping herbal tea and enjoying a taste of life to come.
It’s quiet here, serene. Miller’s ranch-style house is tucked away in the hills about an hour northeast of San Francisco. It has been home to Miller and his wife, Cynthia, since his early days as a member of Congress. There’s a simplicity to its dark wood floors, marble countertops and Asian-inspired art and pottery, with virtually no clutter in the living area.
The brown and pale green interior mirrors the redwood trees outside. The backyard is enclosed by a fence that Miller built himself, and there’s little noise beyond the sounds of birds chirping high above. The only disruption comes when Cooper, a chalky white Australian labradoodle, bounds through the back door and playfully jumps at Miller’s feet.
It all befits a man who loves nature and the outdoors.
Yet the setting is, in many ways, unfamiliar for Miller. He has spent most of the past 40 years 2,800 miles away in Washington, where he mastered the rough and tumble of politics. Although he laments the deterioration of Congress as an institution, for many years he thrived on the daily battles between Democrats and Republicans.
Miller himself was one of the most powerful Democrats in Congress, a fearless and tireless champion for progressive causes: The environment. Women and children. The poor. He worked to craft some of the most significant legislation in recent history, including George W. Bush’s education initiative No Child Left Behind and Barack Obama’s landmark health care law. And he was instrumental in elevating the party’s most influential leader, paving the way for Nancy Pelosi’s historic election as House speaker.
Although his hair and signature mustache have grown white, Miller is still brimming with energy. At the age of 69, he looks ready to unleash another round of barnburner speeches, like those he famously gave on the House floor. It’s clear from his voice that closing this chapter of his life has been difficult.

GOP Lawmaker ‘Deeply Sorry’ For Saying Blacks On ‘Welfare Crazy Checks’

Mississippi state Rep. Gene Alday (R) publicly apologized on Tuesday for lamenting that he came from a place where “all blacks are getting food stamps” for not working.
“I didn’t do it with intent, but I am deeply sorry for my recent statements and I was wrong to say what I did and there is no excuse for my behavior,” Alday said to the Mississippi House of Representatives, according to the Jackson Clarion-Ledger. “I value the relationships I’ve made with everyone in this House.”
Alday’s apology referred to an interview he had given the Clarion-Ledger in which he said that he comes “from a town where all the blacks are getting food stamps and what I call ‘welfare crazy checks.’ They don’t work.” Alday also said that when he recently went to the emergency room, he “laid in there for hours because they (blacks) were in there being treated for gunshots.”
After the interview, Alday complained to the newspaper that the interview portrayed him in an unflattering manner.
“I’m not a bad person, and that makes me look like an evil person,” Alday said. “I didn’t do anything wrong. The guy made me look like a fool.”
Both Republican and Democratic lawmakers criticized the comments.
“I am so sorry,” Alday told the House on Tuesday. “I made a great mistake and I appreciate each and every one of you, and feel like y’all are very good to me. Thank you.”

Jeb Bush Launches Hazy Immigration Attack On Obama

Jeb Bush is seizing on a federal judge’s order halting President Barack Obama’s executive actions to protect millions of immigrants from deportation, using it to test drive a message on the explosive issue ahead of an expected 2016 presidential bid.
“Last year, the president overstepped his executive authority and, in turn, hurt the effort toward a common sense immigration solution. That’s not leadership. The millions of families affected across the country deserve better,” Bush wrote in a Facebook posting on Tuesday.
“Now, more than ever, we need President Obama to work with Congress to secure the border and fix our broken immigration system,” he added.
Bush’s statement raises more questions than it answers. What more do the “millions of families affected” by the actions “deserve” that Obama hasn’t given them? A path to citizenship? And what sort of a “fix” to the “broken immigration system” does Bush support?
He didn’t say, and his stance remains something of a mystery.
That may be because the issue of immigration has left Bush — and other Republican presidential hopefuls — in a political predicament, caught between the anti-immigration passions of the GOP base and the pro-immigration passions of the fast-growing Hispanic electorate.
Bush’s past attempts to thread that needle have gotten him into trouble with conservatives and raised eyebrows among immigrant-rights advocates. Last April, he sympathized with illegal border-crossers, calling it an “act of love” on behalf of their families, but he was unsympathetic to those who overstay their visa, saying the country should “politely ask them to leave.” Last month, he skipped an Iowa event hosted by immigration hawk Rep. Steve King (R-IA), and instead went to San Francisco to deliver a paean to border security and call for “a path, to legalized status for those that have come here and have languished in the shadows.”
Does that include the possibility of citizenship? Preclude it? He didn’t say.

Democrats won’t back down in shutdown fight with GOP, aides say

The news that a Texas judge has blocked President Obama’s executive actions shielding millions from deportation is producing headlines suggesting that Republicans have suddenly got a big boost in their showdown with Democrats over funding for the Department of Homeland Security.
But the reality is this: For the time being, at least, nothing significant has changed. Republican leaders still need to decide whether they are going to agree to fund the Department of Homeland Security cleanly, while dropping their effort to use DHS funding as leverage to roll back Obama’s actions. And if they do decide to do that, they will still need Democratic support to get it through the House, which would enrage conservatives.
Senate Democratic leadership aides insist they are confident Senate Dems will continue to maintain their filibuster next week, when Senate GOP leaders try once again to hold a vote on the proposal, passed by the GOP-controlled House, to fund Homeland Security while rolling back Obama’s actions.
Today Republicans seized on the Texas court ruling to call on Senate Democrats to drop their filibuster. Their focus is on a handful of moderate Democrats who have previously expressed discomfort with Obama’s executive actions, but have nonetheless voted to sustain a filibuster of the GOP effort to tie their rollback to Homeland Security funding. But Democratic leaders have been in touch with some of these Senators and see no signs they will change their stance in large enough numbers to matter, aides say.
“This doesn’t change anything,” one Senate Democratic leadership aide tells me. “Everyone knew this judge would rule this way, and initial calls reveal no wobbliness whatsoever.” This aide adds that the GOP strategy of calling for yet another vote on this next week — after forcing three previous votes on it — is only further “entrenching our members.”

How rich conservatives bilk the rank and file into making them richer

This has provided a splendid opportunity for the participants in an old game, one in which gullible conservatives are scammed out of their money by a seemingly limitless number of con artists.
Some of those con artists are obscure consultants and operators, but some of them are quite famous, which we’ll get to in a bit. But today, John Hawkins of Right Wing News released a report on a group of conservative PACs that took in millions of dollars in contributions in 2014, ostensibly for the purpose of electing Republicans, but spent almost none of it on actual political activity. Instead, the money went into the pockets of the people who run the PACs and their associates. Jonah Goldberg, reacting to the report, calls this the “right wing scam machine.”

Courting A Fight Over Immigration

Looks like the Republicans got the federal judge they wanted to block President Obama’s immigration programs announced last November, and now begins the GOP plan to simply run out the clock by tying the executive orders up in court for the next two years. Of course, real peoples’ lives are at stake here. Vox’s Dara Lind:
So yes, about 4 million people are directly affected by this, it’s going to head to the Fifth Circuit, and it will probably be months before they get through with it. And surely the states suing the White House over immigration actions are going to want a SCOTUS injunction/appeal either way, which would most likely lead to a Supreme Court battle next year. Even if the injunction is lifted, the damage from the delay will be real:

JERUSALEM — After nine years with Benjamin Netanyahu as their prime minister, Israelis know a lot about him and his first lady, Sara. Now they also know how much the couple spends on hair and makeup, maid service and swimming pool water.
On Tuesday, at precisely 4 p.m., the Israeli state comptroller released an eagerly awaited report condemning the Netanyahus for “excessive spending” at both the prime minister’s official residence at 2 Balfour St. in Jerusalem and the couple’s private beachfront villa in Caesarea.
Want to know how much the Netanyahus billed the Israeli taxpayer for takeout food in 2011? It was 92,781 shekels, or about $24,000, “even though there was a chef in the residence,” the comptroller noted disapprovingly.
