There are also risks when leaders behave correctly while in office, but proceed to make money afterwards. Hillary Clinton, the US presidential candidate, faces questions about her behaviour as a result of she and Bill Clinton, her husband and former US president, making $140m in the eight years to 2015.
The unacceptable is clear — selling political influence for money — although it remains common in some countries. But the boundaries of acceptable are less obvious, and need to be defined clearly when the opportunities for former leaders to accumulate wealth are greater than before.

What sort of conduct should we expect from Hilary Clinton now that she’s spent a few years selling political access to the tune of $140 million? One hundred and forty million dollars. Given that we all recognise past as prologue, are we seriously expected to believe that Clinton will now willingly deny what is clearly a voracious appetite for cash?
Are we seriously expected to believe that someone who has so aggressively pursued monetary rewards of high political office, will, if elected, suddenly change course and remain hands off, ignoring each day the obviously massive commercial rewards of high political office?
Suddenly, her willingness over the years to subject herself to the brutality of the public sphere is starting to make all kinds of sense. $140 million is one heck of a payday.

Journalist Arrested During Ferguson Protest Is Convicted
Videographer Mary Moore is among more than two dozen news professionals arrested covering protests since the police killing of teenager Michael Brown.

ST. LOUIS — A freelance journalist has been convicted in Ferguson Municipal Court of failure to comply with a police order for taking video of a peaceful protest against police brutality in 2014.
Mary Moore, a videographer who has worked with ABC, CNN and BET, was notified this week that Municipal Judge Donald McCullin dismissed charges of disturbing the peace and resisting arrest, and imposed a suspended sentence on the failure to comply conviction. The suspended sentence means Moore won’t be punished if she avoids trouble in Ferguson for a year.
Moore is one of least two dozen journalists arrested or detained covering Ferguson protests since the police shooting of teenager Michael Brown in August 2014. Some of the journalists have sued police over their arrests, and at least one has won a legal settlement. Moore said her conviction is likely to affect how she approaches her job covering news.
“I think the failure to obey charge is very untruthful and unfair,” said Moore, who claimed she followed police commands prior to her arrest. “This is Ferguson’s way to control how and if we cover the news or exercise our rights. I feel like now it would be a target on my head.”

THE MORNING PLUM:
The big news of the morning is that Donald Trump has finally revealed how he’ll force Mexico to pay for the Great Trumpian Wall that he would erect along our southern border. In a memo to the Post, Trump said he’d threaten to cut off “remittances” sent home from Mexicans abroad (meaning those in the U.S.) as leverage to force a $5-10 billion payment for that wall. Experts doubt the legal and practical viability of this scheme.
But the details don’t matter in the least. What really matters is the story Trump is telling, which is that economically struggling Americans are getting fleeced by illegals and the elites who are gaming the system in their favor (and on behalf of other various villains); that only Trump is politically incorrect enough to say so; and that only Trump is tough enough to do something about it.
A new Quinnipiac poll helps shed more light on this dynamic: It finds that an enormous majority of Trump supporters think “the government has gone too far in assisting minority groups.”

Today’s Quinnipiac poll also finds that 78 percent of Trump supporters say they are “falling farther and farther behind economically,” a larger percentage than any other candidate. Meanwhile, 85 percent of Trump supporters say that “America has lost its identity.” This suggests the possibility that the “economic anxiety” often described as the source of Trump’s success does matter, but it’s one side of the coin, while the resonance of Trump’s suggestion that he’d turn back the demographic tide through sheer force of will is the other. As Wonkblog’s analysis of recent polling data concluded, Trump supporters tend to believe their “losses are being caused by other group’s gains.”

Obama: It’s Not Just Trump, Cruz’s Proposals ‘Draconian’ Too

In brief remarks to the press Tuesday discussing new Treasury Department regulations, President Obama also commented on Donald Trump’s recently-released plan to make Mexico pay for a U.S. border wall, and he argued that Sen. Ted Cruz (R-TX) supported “draconian” proposals, too.
Obama was asked whether Trump’s proposals — including his latest, to use the remittances Mexicans immigrants in the United States send back to Mexico as leverage to fund a border wall — were doing damage to the U.S. image abroad.
“I’ve been very clear earlier that I am getting questions constantly from foreign leaders about some of the wackier suggestions that are being made. I do have to emphasize it’s not just Mr. Trump’s proposals,” Obama said. “You’re also hearing concerns about Mr. Cruz’s proposals, which, in some ways, are just as draconian when it comes to immigration, for example.”

Former Breitbart reporter Michelle Fields slammed Fox News host Sean Hannity Monday evening for not calling out Republican frontrunner Donald Trump’s “lies” about allegations that his campaign manager manhandled her at a campaign event.
In an interview with Hannity, Trump again floated the idea of filing charges against Fields after his campaign manager Corey Lewandowski was charged with battery for allegedly roughing up Fields in Florida.
“She grabbed me!” Trump said. “Maybe I should file charges against her for grabbing me.”
Fields responded on Twitter to say the presidential frontrunner “continues to lie and lie and lie.”

Rasmussen polls has never been very friendly to the president, but even they acknowledge that his full month index reached a three-year high in March. And they’re the only polling outfit that still shows Obama with a net negative approval number. Polling from Gallup, Pew Research, ABC News/Washington Post, and CNN/ORC all has the president with an approval number better than fifty percent. Bloomberg has him at 50%-44%. I probably don’t agree with John Hood about much, but I think he’s right about this:
Most voters think Clinton, at least, has relevant experience, which is why she thumps Trump in virtually all head-to-head polls and is heavily favored in the fall. But most Americans are disappointed in the choices before them, and rightly so.
Which is why, I believe, President Obama’s approval ratings are on a bit of an upswing. By comparison, he looks like a leader…

‘One person, one vote’ prevails at Supreme Court

The fundamental principle of “one person, one vote” is widely recognized as a pillar of the American political system, but some conservative legal activists pressed the Supreme Court to clarify exactly what it means. As MSNBC’s Zack Roth reported this morning, the justices did exactly that this morning.
By a vote of 8-0, the U.S. Supreme Court on Monday rejected a challenge brought by conservative voters to the principle of “one person, one vote.” […]
“As history, precedent and practice demonstrate, it is plainly permissible for jurisdictions to measure equalization by the total population of state and local legislative districts,” wrote Justice Ruth Bader Ginsburg for the court. Ginsburg’s opinion was joined by Justices John Roberts, Elena Kagan, Sonia Sotomayor, Stephen Breyer and Anthony Kennedy. Justices Clarence Thomas and Samuel Alito each wrote separate concurring opinions.
You read that right: in one of the term’s most important cases, the Supreme Court’s justices were actually unanimous. The full ruling in Evenwel v. Abbott is online here.
Some high-court cases can be tough to navigate, but this one’s pretty straightforward. As we discussed last May, under the status quo, legislative districts are based on total populations. The Census Bureau counts the number of people and lines are drawn accordingly, with roughly equal numbers of people in each district.
For some conservatives, however, this is a flawed and unfair model. Counting everyone, they argue, ends up including people who can’t vote – non-citizens, ex-felons, minors, etc. – which has the effect of diluting the voting power of those who live in districts with more voter-eligible citizens. When drawing district lines, the right has argued, it’s better to look exclusively at the number of eligible and/or registered voters. The counter to this argument is that elected officials represent the needs and interests of an area, without regard for whether the people in that area are voter-eligible citizens or not.
There is, of course, a reason conservatives have been excited about this case, and it has nothing to do with democratic principles. As we talked about in December, if legislative districts are drawn based on the number of eligible voters, instead of the number of people, it has the practical effect of shifting political power away from cities (which tend to be more progressive and more diverse areas) and towards rural areas (which tend to be more conservative and less diverse).

As minimum wage makes gains, the opposition splinters

There is no realistic hope of raising the federal minimum wage so long as there’s a Republican Congress, but away from the Beltway, striking progress continues.
In a political climate defined by stagnant wages for millions of workers, growing inequality and populist revolts in both parties, activists from outside of the political establishment and low-wage workers achieved a major victory on Monday when the Democratic governors of California and New York both signed bills that would gradually increase their states’ minimum wages to $15 per hour.
In California, the legal minimum will go from $10 an hour now to $15 in 2022. In New York, which currently has a $9 minimum wage, the increase to $15 will apply to New York City by the end of 2018, counties surrounding the city by 2021, and more gradually in parts of the state where the cost of living is less.
In a statement celebrating the developments, President Obama said, “Since I first called on Congress to increase the federal minimum wage in 2013, 18 states and more than 40 cities and counties have acted on their own – thanks to the strong leadership of elected officials, businesses, and workers who organized and fought so hard for the economic security families deserve. Now Congress needs to act to raise the federal minimum wage and expand access to paid leave for all Americans.”
Of course, with a far-right Republican majority in the U.S. House and Senate, the odds of success are effectively non-existent. But why is that? GOP opposition to even a slight increase in the federal minimum wage is as obvious as it is ferocious, but why are Republicans so obstinate on the issue, especially in light of broad public support for a wage hike?
Most GOP policymakers won’t simply acknowledge their philosophical objection, but rather, they’ll say Republicans are honoring the wishes of “job creators” in the private sector – to raise the minimum wage, the argument goes, will hurt employers in businesses nationwide who don’t want, and can’t afford, a higher federal minimum.
