I looked at the river level observations and multi-sensor quantitative precip estimates for the South Fork of the Guadalupe River where Camp Mystic is located.
There are:
1. No river level stations on the South Fork of the Guadalupe River
2. One (1) functioning rainfall station
3. About 9.6 inches of rain fell in the South Fork of the Guadalupe River (SFGR) basin in less than 6 hours
4. The SFGR river likely started to rise rapidly at Camp Mystic around 3:00-3:30 AM, peaking around 6:00 AM (I’m basing this estimate on HNFT2 station which is on the North Fork GR
5. NWS Austin/San Antonio issued Flash Flood warnings around 1 AM for the County. NWS Weather Forecast Offices DO NOT forecast river stages, NWS River Forecast Centers forecast river stages, but only on main stem of rivers. National Water Center provides a forecast of rivers level on minor rivers.
6. Without historic river level data (provided by USGS stations), it is impossible to provide accurate and reliable river level forecasts. There are NO river level stations on the SFGR
7. Texas legislature KNOWS these are dangerous rivers, but have denied funding for a emergency warning system
