    The Cityhood Movement Is Defeated in Metro Atlanta

    (Bloomberg) — The cityhood movement that’s been sweeping through Metro Atlanta came to an abrupt halt in Georgia’s May 24 elections: Voters defeated ballot referendums for three unincorporated areas that were hoping to turn into the newest cities of Cobb County, just west of Atlanta.

    The would-be cities — East Cobb, Lost Mountain, and Vinings — represent some of the wealthiest, and whitest, real estate in Atlanta’s western suburbs. Proponents of the proposals rallied around the issue of housing density, specifically whether these enclaves of mostly single-family homes would have to surrender to zoning changes requiring them to build larger quantities of smaller housing units to alleviate housing affordability problems.

    Or at least that was the argument that animated the push for the three new cities, all of which planned to take over planning and zoning authority from Cobb County. In reality, those concerns were mostly unfounded: As the Atlanta Journal-Constitution reported, the Cobb County Board of Commissioners — the governing authority for the county — had introduced no plans to add density to these areas.

    That didn’t stop pro-cityhood forces from arguing at town halls and through social media channels that Cobb County leaders were gearing up to add mass transit, high-density apartment complexes and subsidized housing to their communities. Only through creating their own cities, said cityhood proponents, could they control land use to stop these developments.

    The city of East Cobb would have claimed roughly 60,000 residents, whose per-capita income of $61,408 is well above that of Cobb County’s $40,031. Just below East Cobb, the proposed city of Vinings, near where the Atlanta Braves stadium relocated in 2017, would have claimed just over 7,000 residents, with a median household income of $110,818. In the western edge of the county, the proposed city of Lost Mountain would have become Cobb’s largest city, with a population of 75,000 and a median household income of $118,919.

    Just over half of voters, 55%, in the Vinings ballot referendum voted against the cityhood proposal (only those who live within the proposed city boundaries can vote on cityhood referendums); 57% voted against the Lost Mountain proposal and 72% rejected East Cobb cityhood.

    A demographic shift in Cobb County over the past decade led to the election of a governing board now run by Democrats — three Black women, including the first Black woman to chair the board in the county’s history, Lisa Cupid. It was after Cupid became the chair, and Democrats took control of the board, that rumors of densification and urbanization bubbled up, springboarding into calls for cityhood in these whiter and more conservative parts of the county that went for Trump in 2020.
