House passes DREAM Act, but Senate prospects dim

WASHINGTON — The House of Representatives passed a bill Wednesday night that would provide a conditional path to citizenship for as many as 500,000 children of illegal immigrants.
While the House approved the Development, Relief and Education of Alien Minors Act by a vote of 216-198, the fate of the DREAM Act remained uncertain as the Senate postponed a test vote on the measure. Read more here.

Senate Democrats on Thursday pulled a measure that would allow young Americans who are illegally in the United States to earn legal status through education or military service after Republicans refused to allow a vote on a version of the legislation that cleared the House Wednesday.
Rather than try to break a Republican filibuster against the Senate’s so-called DREAM Act, Senator Harry Reid, the majority leader, instead forced a vote to call off the attempt, presumably so he could try again later on the measure that has already passed the House. Democrats prevailed 59-40.
Were the Senate able to win approval of that measure, it would go straight to President Obama in the final days of the 111th Congress and represent a significant win for advocates of immigration law changes.
But that outcome seems doubtful since Senate Republicans have taken a hard line against the bill, which would allow high school graduates to gain legal status over 10 years by serving in the military or graduating from college.
Democrats are maneuvering to force the bill through now because once Republicans take control of the House in January, it is very unlikely that they would advance any measure to improve access to legalized status for those who entered the country illegally.
When the House approved its bill on Wednesday night, just 8 Republicans joined 208 Democrats in backing it. But of the eight, six are leaving Congress at the end of the month.
Backers of the measure, led by Senator Richard J. Durbin of Illinois, the No. 2 Senate Democrat, said the legislation was needed to assist children who were brought into the country illegally by their parents and find themselves without a country through no fault of their own.

The House of Representatives voted to pass the DREAM Act on Wednesday night, but 38 Democrats bucked their party leadership and voted against the bill.
The DREAM Act has been a divisive issue in Washington, pitting Obama and the Hispanic Congressional leadership, which tout the bill as an education initiative, against critics in both the Republican and Democratic parties who view the measure largely as a disguised amnesty.
While all three GOP Latino Representatives voted for the measure, 38 Democratic Legislators voted against the measure. Many of these hail from states not known to be Latino or immigrant hubs.
The DREAM Act now goes to the Senate which is expected to vote on the measure next week. Victory in the Senate is likely to be more difficult as Republican Senators have threatened a filibuster.
DREAM Act supporters, including many undocumented youth activists, are urging seven Republicans in the U.S. Senate who in the past have supported the measure to do so again now, during the lame-duck session.
If passed in the Senate, the DREAM Act will give hundreds of thousands of undocumented immigrants brought to the U.S. before the age of 16, who have been in the country for five years and graduated from high school or gained a GED. They would have a chance to gain legal status if they joined the military or attended college.
