The demand follows Bloomberg’s publication of transcripts of his conversations with Russian representative Yuri Ushakov.

Republican congressman Don Bacon said Witkoff is “completely on Russia’s side” and “cannot be trusted.” He called for the special envoy to be fired, saying Witkoff has discredited himself.

“Could a paid Russian agent do any worse? He should be fired,” Bacon wrote.

Republican Brian Fitzpatrick and Democrat Ted Lieu also called the situation serious and accused Witkoff of betraying U.S. interests.

The scandal erupted after it became known that Witkoff had discussed a potential Trump–Putin call with Ushakov by phone and even offered advice on how to approach negotiations in a way that would appeal to the U.S. president.

The Telegraph notes that Witkoff advised Ushakov to “shower Trump with praise,” which casts doubt on the entire negotiation process and suggests an excessive closeness to Moscow.

Sky News calls Witkoff a “useful idiot” who has increased the dangers for Ukraine and Europe. Under normal circumstances, the outlet writes, such an official would be fired as “hopelessly compromised,” but under Trump, scandals “have stopped meaning anything.”

Putin’s aide said that he sometimes conducts work conversations via WhatsApp, and they “may have been listened to.”

Ushakov stated that secure communication lines almost never leak, but WhatsApp is a different story, so it was “unlikely” that the leak came from participants in the conversation.

The irony is that a Kremlin representative was talking to Witkoff through an app that is officially banned in Russia.

If the call really took place on WhatsApp and could be intercepted, there are only three possibilities: the app has a backdoor (which Meta denies), Ushakov’s device is infected with spyware, or he used an unsecured connection and is now being evasive.

🚨 The Russians have now confirmed that the tapes are real and not fake.

Kremlin aide Yuri Ushakov told Russian media that the conversation took place over WhatsApp.

“Yes, there are some conversations held over secure communications, which means there are virtually no leaks unless one party deliberately makes them. But there are also some WhatsApp conversations (owned by Meta, which is labeled extremist and banned in Russia) that, apparently, someone can somehow eavesdrop on,” Ushakov said.

Ushakov also didn’t deny that Witkoff may have said too much — and might face trouble back in Washington:

Journalist: “Mr. Witkoff, judging by the conversation, clearly wasn’t interested in anyone else hearing it — even more so than you. You didn’t say anything ‘too much.’ But he did.”

Ushakov: “And Witkoff certainly wasn’t interested,” he agreed. “Remember the case with Michael Flynn? It could have been the same here — when someone wants to make something happen.”

From this short interview, it seems Ushakov is trying to signal that he wasn’t the one who leaked the conversation, repeatedly pointing the finger at the Americans. The whole thing reads more like an internal message aimed at self-protection and cleaning up his image.

“It is hardly possible to assume that such a leak could have come from the participants in the conversation,” Ushakov added.

1. The CIA / U.S. national security establishment leaked the recordings

According to this interpretation, the 28-point “peace plan” drafted by Putin’s advisers and rebranded by Witkoff as a U.S. proposal was politically and strategically unacceptable to the American state:
•It undermined U.S. foreign policy interests, both internal and external.
•It could not be sold domestically as a diplomatic victory — rather, it would have made the U.S. appear weak, confused, or compromised.
•Internationally, it would have damaged the credibility of the United States as a reliable partner.
•Strategically, it risked giving Russia breathing space to regroup and open new fronts elsewhere.

From this perspective, “deep state” conspiracies are an oversimplification — the reality is that the American democratic system could not allow such a self-defeating geopolitical move to proceed unchallenged.
Therefore, institutions within the U.S. intelligence community exposed the Russian-written plan to stop it before it could be implemented.

2. Russia’s Foreign Intelligence Service (SVR) leaked the calls

The second theory argues that the leak originated from inside Russia.

Reasons:
•Despite months of covert coordination, the Witkoff plan failed:
•The Trump administration was internally divided.
•Marco Rubio privately opposed the plan even while publicly downplaying concerns.
•Ukraine, with a mobilized, million-strong army, refused to accept capitulation terms.
•Instead of rejecting negotiations outright, Kyiv took a classical diplomatic approach:
it did not walk away, but instead reduced Moscow’s 28-point plan to 18 points aligned with Ukrainian interests.
•For Russia, this was unacceptable:
•Agreeing to the Ukrainian-modified plan was impossible and politically suicidal.
•Moscow realized negotiations were being nudged into a zone where the burden of refusal would fall on Russia, not Ukraine.

Thus, Russia may have leaked the calls intentionally to:
•Derail the diplomatic track entirely before responsibility for failure shifted to them.
•Create a scandal that would discredit the Trump administration in the eyes of Europe, Ukraine, and even U.S. officials.
•Exploit Trump’s personality and push him away from involvement on Ukraine and Europe —
forcing his administration into isolationism, which benefits the Kremlin.
